- U.S. Department of Justice Federal Bureau of Prisons Federal Correctional Institution 4001 Leopard Drive Texarkana, TX 75505-9500 January 31, 2013 The Federal Bureau of Prisons, Federal Correctional Institution, Texarkana, Texas, intends to issue solicitation RFQP05151300009 for the requirement of 3rd Quarter Subsistence items. The NAICS code for this requirement is 311991. Offers will be FOB destination with delivery beginning April 1, 2013. The contract type will be firm-fixed price. The Government will award to the responsible offeror (s) whose offer conforms to the solicitation and is considered to be most advantageous to the Government. Past performance and price will be considered with prices being rated higher than past performance. The solicitation will be made available on or about January 31, 2013 and will be posted to the General Services Opportunities website www.fbo.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through this site. The anticipated date for receipt of quote is February 14, 2013 at 5:00 p.m. Each offeror (s) is required per FAR 52.212-3 to complete their representations and certifications via the On-Line Representations and Certifications Applications (ORCA) at www.orca.bpn.gov. Faith-Based organizations and Community-Based organizations have the right to submit offers equally with other organizations for contracts for which they are eligible.
