- Statement of Work For 196th IN BDE March 2013 103rd Civil Support Team (CST) Collective Training Event (CTE) FTX "ORCA" 1.0 Objective: The objective of the task is to assist and execute 36 hour, full scale, Joint CST, Chemical/Biological/Radiological Weapons of Mass Destruction Collective Training exercises in Sitka, Alaska from 25-29 March 2013. Exercises will create an environment to facilitate the accurate assessment of the twelve National Guard Mission Essential Tasks outlined in the DTMS Combined Armed Training Strategy (CATS) Civil Support Team Mission Essential Tasks dated May 09. This exercise involves the 93d (HI), 94th (GU), and 103rd CST (AK). 2.0 Specific Tasks: The contractor will provide the necessary, personnel, labor, materials, supplies, and equipment as indicated below to perform the tasks outlined: 2.1 Scenario Development-The CTEs will not only measure the training and readiness level of the team in accordance with DTMS Combined Armed Training Strategy (CATS) Civil Support Team Mission Essential Tasks, but will also reinforce interoperability, communications, and RIP/TOA procedures and aid in the development of standard operating guidelines (SOGs). The scenarios must include at least one (1) Chemical, one (1) Biological, and one (1) Radiological hazard that will allow each team to challenge all of their capabilities and equipment. The scenarios should be designed to aid in the identification of possible team shortcomings and weak areas, and to re-train those areas as necessary. It must also provide an environment ready for on-the-fly injects as necessary to ensure all of the DTMS Combined Armed Training Strategy (CATS) Civil Support Team Mission Essential Tasks are completed to standard. Should any weak areas be found, the scenario should provide for immediate re-training in those areas. The scenario must provide the complexity and realism to represent an actual Weapons of Mass Destruction (WMD) event. Contractor provides realistic training aid, devices, and simulators that properly stimulate current CST detection and analytical equipment enabling the CST to make sophisticated assessments and decisions. Realism and technical exactitude are crucial for all training aid, devices, simulators, and locations. The full scenario should provide for one complete and continuous demanding day of training not to exceed 36 hours. 2.2 Scenario Staffing- The contractor will provide experienced and certified staff to create target sites that replicate elaborate chemical and biological laboratory production, radiological and explosives manufacturing labs, and act as role players in the scenario. The minimal roles include Incident Commander (IC), FBI or local law enforcement, Explosives Ordnance Disposal (EOD), Safety Officer, Staging Officer, and Medical reach back. All staff must have a full understanding of the Incident Command System (ICS) and their role in WMD event. Since staff will be playing the roles of trained Hazardous Materials (HAZMAT) professionals and reacting to the decisions of the CST, they must be fully trained and possess at least 10 years of experience in HAZMAT operations to the level of "Technician" in accordance with National Fire Protection Association (NFPA) 472. As these exercises are to assist in SOG construction and implementation, as well as reinforce Training and Evaluation Tasks enforced at a national certification level, prior participation in at least three (3) national level training exercises to include having executed at least (5) CST External Evaluations (EXEVAL) is vital to plenary understanding of the training requirements. All staff must be well versed in CST Operations and all governing regulations to supplement the training and reinforcement of standard CST operating principals during the exercise. The contractor will possess a certified Emergency Medical Technician (EMT) and basic skills in electrical, plumbing, and carpentry for target site adjustments (see 3.1 and 3.2 below) 3.0 Place of Performance. The contractor ensures locations/buildings meet the requirements for target location, vehicle footprint, communications equipment, egress, and functioning utilities (electricity, water supply) in accordance with the DTMS Combined Armed Training Strategy (CATS) Civil Support Team Mission Essential Tasks dated, FM 3-11.22, and unit Standard Operating Guidelines (SOG). 3.1 Target Site. The contractor will prepare the target sites as necessary to enhance the realism of the scenario. Provide no less than (10) casualty role players with the proper casualty simulation makeup. Contractor must possess the appropriate commercial driver license (CDL) to operate and transport hazardous materials which require warning placards. The contractor will possess the skill set required to perform basic plumbing, carpentry, paint and finish, and electrical work (not requiring permit) to adequately prepare target buildings or, must be able to obtain such services as necessary to insure a realistic training environment. All furniture, decorations, props, chemical toilets (with servicing) will also be provided by the contractor. 3.2 Site Adjustments. Any necessary adjustments to the site (to include building construction, inoperable vehicle placement, demolition, fabrications) will be made by the contractor. Contractor will be required to improve/modify (2) abandoned structures acquired for the exercise. The buildings are approximately 2000 sq ft in size and are at 25% disrepair. Moderate construction within the buildings will be required, such as: secret room construction, false walls, doors and windows installation, repair or removal. All modification will be required and driven based on the scenario. Minor changes not requiring monetary adjustment may be directed by the COTR or individual designated by the Contracting Officer (KO). Any changes requiring monetary increases must be directed by the KO. At the conclusion of the exercise, the contractor will return the site to its previous state. All clean-up will be done by the contractor. 4.0 Period of Performance. It is estimated that ten (10) days will be needed to complete the task with seven (7) days for preparation of elaborate chemical, biological, radiological, and explosives labs, two (2) days for execution, and one (1) day for clean-up. 5.0 Reporting Requirements and Deliverables: Contractor will provide the following deliverables: 5.1 Refined Scenario Summary. The contractor will provide copies of refined scenario summaries for each exercise to 196th IN BDE CST/CERFP Training and Readiness Division no later than 10 days prior to the exercises execution. 5.2 Master Scenario Events List (MSEL). The contractor will provide the 196th IN BDE CST/CERFP Training and Readiness Division a draft of the MSEL no later than 5 days prior to exercises execution. As revisions are made, updated copies will be provided to the 196th IN BDE CST/CERFP Training and Readiness Division. 5.3 After Actions Review (AAR). The contractor will provide a detailed after actions review of the exercise to include any deficiencies noted as they pertain to the DTMS CATS WMD-CST Mission Essential Tasks and/or SOG within 7 days after execution. Any major deficiencies will be noted and provided immediately the day after execution. 5.4 Task Deliverable Schedule Table. Deliverable: Exercise Scenario Summary, Reference Para 5.1, 10 days prior to exercise execution Deliverable: MSEL, Reference Para 5.2, 5 days prior to exercise execution Deliverable: AAR, Reference Para 5.3, 1 day for major deficiencies, 7 days for detailed AAR presentation 6.0 Government Furnished Information/Equipment. The Government will provide all training facilities/classrooms required outside of the scenario at no cost to the contractor. 7.0 Contractor Manpower Reporting Statement 7.0 The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address "https://contractormanpower.army.pentagon.mil". The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractor); (6) Estimated direct labor dollars paid this reporting period (including sub-contractor); (7) Total payments (including subcontractor); (8) Predominant Federal Service Code(FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information);(10) Locations where contractor and sub-contractors perform the work(specified by zip code in the United States and nearest City, Country, when in an overseas location, using standardized nomenclature provided on website); (11) Presence of deployment or contingency contract language, and, (12) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. 8.0 Special Provisions 8.1 Quality Control. A representative from the 196th IN BDE CST/CERFP Training and Readiness Division will oversee conduct of training and skills test to ensure effective and appropriate training is being conducted. 8.2 Performance Assessment. The WMD-CST teams participating will be accurately assessed based on the twelve National Guard Mission Essential Tasks outlined in the DTMS Combined Armed Training Strategy (CATS) Civil Support Team Mission Essential Tasks dated May 09 in a Maritime environment to certify effective scenario development and facilitation by the contractors. 8.3 Hours of Operation: Normal Duty Hours. The contractors will prepare the target sites from 0800-1600 daily for seven (7) days and facilitate the exercise for no more than 36 continuous hours. 8.4 Contractor Employees. The contractor will determine the suitable number of contractors needed to prepare all target sites and facilitate the 36 hour exercise. 8.5 Special Qualifications. The contractors must have qualifications that enable them to construct a plausible WMD target site(s) and assess teams in accordance with DTMS CST CATS Tasks. (see 2.0, 2.1, and 2.2 above) 8.6 Security Requirements. Contractor personnel will not be required to obtain security clearances. However, all personnel involved must have a valid driver's license in order to obtain a military installation pass or to be signed on by a Government employee member. 8.7 Identification of Employees. Identification of Employees will be at the discretion of the contractor. 8.8 Utilities. N/A. 9.0 Applicable Documents.
