Description
Statement of Work The purpose of this amendment is to rescind Amendment 1, require contractors to submit written proposals, revise the specification, and revise the evaluation criteria for award. 1. Amendment 0001 dated 30 JAN 2013 is rescinded in its entirety. 2. The original Combined Synopsis-Solicitation posted on 17 JAN 2013 is revised to require submission of a written proposal consisting of three (3) volumes as follows: Volume 1: Technical Factors. Offerors shall submit written information addressing the following Technical Factors: 1. Experience installing the Vesta ASWI 204 AS Incinerator in marine applications. 2. Access to or ability to obtain complete technical data for the Vesta ASWI 204 AS Incinerator from the manufacturer, Atlas Incinerators A/S; provide documentation of possession of the data or written verification from Atlas Incinerators that states they will make all technical data regarding the Vesta ASWI 204 AS incinerator available for use by the contractor. Volume 2: Relevant Past Performance Offerors shall submit at least 3 relevant past performance references for contracts with private industry or government instrumentalities (federal, state, or local) for servicing Vesta ASWI 204 AS Incinerators) performed within the last 3 years. References shall include: 1. Name & contact information of the point of contract (PM/COR) 2. Name of Organization 3. A brief description of service 4. Contract Number/Task Order 5. Status (Prime or Sub) Volume 3: Price Offerors shall submit price proposals IAW the CLIN structure below.. The offer shall include their Dun and Bradstreet Number and a statement whether their company is registered in SAM (www.sam.gov). CLIN: 00001 Description: - CGC HEALY Incinerator Assessment tiny_mce_marker ___________________________ The length of the total proposal inclusive of all volumes shall be no greater than 15 pages. 3. The original Statement of Work is deleted and the attached Statement of Work "HEALY Incinerator Assessment, Revision 1" is substituted in its place. All work shall be performed in accordance with the HEALY Incinerator Assessment, Revision 1. 4. Paragraph 15, Evaluation, is revised to read as follows: FAR 52.212-2, Evaluation - Commercial Items (JAN 1999) is as supplemented below: This is a best value acquisition using the trade-off approach. The USCG intends to award a single Firm Fixed Price IDIQ Purchase Order resulting from this solicitation to the responsive, responsible offeror whose offer is most advantageous to the Government. Selection and award of a Firm Fixed Price Purchase Order will be based on, in descending order of importance, 1) Technical Factors, 2) Relevant Past Performance, and 3) Price. Technical Factors is considered to be more important than Past Performance; however when Technical Factors and Past Performance are combined they are significantly more important than price. As the Technical Factors and Relevant Past Performance ratings converge, price may become more important. The USCG will evaluate the offers that meet the requirements of the solicitation against the following evaluation criteria: Factor 1 - Technical Factors: The Government will evaluate each offeror's technical proposal to determine their capacity to meet all the requirements outlined in the specification. The following technical factors apply: 1. Experience installing the Vesta ASWI 204 AS Incinerator in marine applications. 2. Access to or ability to obtain complete technical data for the Vesta ASWI 204 AS Incinerator from the manufacturer, Atlas Incinerators A/S; provide documentation of possession of the data or written verification from Atlas Incinerators that states they will make all technical data regarding the Vesta ASWI 204 AS incinerator available for use by the contractor. Factor 2- Relevant Past Performance: The Government will evaluate the past performance of the offeror for relevancy. The offeror shall provide past performance information for contracts to service Vesta ASWI 204 AS Incinerator. To be considered relevant, the services must have been performed within the past three years. The USCG reserves the right to utilize past performance information other than the information submitted with the proposals received in conducting the evaluation. A Contractor without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance, but will receive a neutral rating. The USCG may consider past performance information regarding predecessor companies or subcontractors that will perform major or critical aspects of the requirement when such information is considered relevant. Factor 3 - Price: The offeror shall propose a fixed price for performing the HEALY Incinerator Assessment.
