- Proposal Disallowed Reason: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The U.S. Department of Energy, Western Area Power Administration (WAPA), Sierra-Nevada Regional Office (SNR), intends to award a sole-source award for maintenance for e-Terra Energy Management Platform (EMP) software application suite. This software is a required to maintain the integrity and provide ongoing support for our mission critical Supervisory Control and Data Acquisition (SCADA) system. The contract will result in a firm fixed price purchase order. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all interest and capability statements must be received by the Government no later than 8 January 2013, at 6:00 AM PST to be considered. Only Alstom Grid has the unique, proprietary knowledge of the support needed by WAPA. The applicable North American Industry Classification System (NAICS) Code is 541519; Size Standard is $25.5 mil.
