- Sole Source Justification The Library of Congress's Contracting Office intends to issue a Sole Source Firm-Fixed Price contract to Feenyx Proprietary Ltd., 2 Garsia St., Campbell ACT 2612 Australia to purchase a technical support agreement for Mavis Software Application. This software product is the archival collection management software used in the MBRS Division, with additional users in the American Folk Life Center. The software product was implemented in 1997 and will continue to support activities throughout the division at Packard Campus in Culpepper. Given the bankruptcy of Wizard Information Services, the original vendors of this application, Feenyx Proprietary Limited is now the sole known service provider. The development of this software is a critical operational element for NAVCC mission. MBRS and ITS staff requires ongoing direct consultation with Mavis technical support staff in order to remedy critical application problems. This procurement is being issued to only one reasonable source and no other supplies or services will satisfy the Library requirements. Feenyx Proprietary Limited is the only known source capable of meeting the government's requirements due to their unique capabilities of service. No solicitation is being issued. Offers from concerns other than the above are not solicited.
