Description
Provisions and Clauses CLIN Structure The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD, has a requirement for an online test preparation tool for USMLE Steps 1, 2, and 3 for up to 200 medical students at USU. The students must have online access at each student's time of convenience and the students must also be able to save their progress and return at a later time for completion. In the past, USU has used services from Exam Master Corporation and McGraw-Hill's USMLE Easy. Additional information regarding USU and its mission can be found on our website: www.usuhs.mil. This is a combined synopsis/solicitation for commercial items in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-65, effective January 29, 2013 and Defense Federal Acquisition Regulation Supplement (DFARS), effective December, 31 2012. This requirement is for full-and-open competition under North American Industry Classification System (NAICS) Code 611691 Exam Preparation and Tutoring. In order to be eligible for award, offerors must be registered on SAM.gov with completed Representations and Certifications (Reps & Certs). Offerors not registered on SAM.gov with completed Reps & Certs will not be eligible for award. The Government intends to award a single firm-fixed-price (FFP) option-year purchase order with a base period of one (1) year plus four (4) one-year option periods. Offerors interested in responding to this requirement must provide a quote for an online test preparation tool for USMLE Steps 1, 2, and 3 for up to 200 users must include four (4) one-year option periods, which, at minimum, meets the specifications listed below in section Minimum Specifications. Minimum Specifications: An online preparation tool for USMLE Steps 1, 2, and 3 for up to 200 users, providing preparation materials and practice exams for all three Steps of the USMLE. The students must have online access at each student's time of convenience and the students must also be able to save their progress and return at a later time for completion. The quote for service must be for a base period of one (1) year with four (4) one-year option periods. Offerors responding to this requirement must provide pricing, at a minimum, for the contract line item numbers (CLINs) identified in the attached CLINs Structure attachment. In order to be considered for award, offerors must provide a quote for all CLINs listed above. Evaluation Detail : The government intends to award a single FFP option year order to the offeror representing the best value to the Government based on the evaluation factors listed below. Evaluation factors are listed in order of importance with most important listed first. The Government will conduct a trade-off between price and non-price factors. The Government is not required to award to the lowest-priced offeror or the highest technically-rated offeror. Evaluation Factors (in order of importance) : 1. Price. Offerors must include all applicable costs in the quote. The total quoted price including options will be the evaluated price. 2. Technical. Offerors must provide detailed product literature, which demonstrates the offerings of the quoted item. At a minimum, the product literature must demonstrate that the quoted item meets the specification outlined above under Minimum Specification. Information on training (related to the use of the quoted product) and other relevant information must be included in the quote submission. The Government reserves the right to utilize technical, e.g. trade magazines and websites, and customer reviews and/or references as part of the technical evaluation. See attached list for applicable provisions and clauses for this requirement. The Government reserves the right to award without discussion. Questions/comments regarding this solicitation must be submitted via email to melissa.marcellus@usuhs.edu and andrew.lee@usuhs.edu by February 04, 2013. Any question received after February 04, 2013 will not be answered. Questions will not be answered over the phone or submitted by any other means. All questions will be answered in an amendment to the solicitation posted on or around February 06, 2013. Quote packages are due by 10:00PM EST on February 11, 2013. Quotes must be submitted via email to melissa.marcellus@usuhs.edu and andrew.lee@usuhs.edu. Quotes will not be accepted by any other means. Late quotes will not be considered. Quote packages should include a cover sheet that provides the following information: a.Official Company Name b.Point-of-contact, including name, email address, and phone number c.DUNS Number; d.Statement that includes acknowledgement of latest amendment number; and e.Tax Identification Number (TIN)-TIN may be used by the Government to collect and report on any delinquent amounts arising from contractor's relationship with the Government (31 USC 7701(c)(3)-FAR 13.106-3(e))
