- THIS IS A PRESOLICITATION NOTICE ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THE INTENT OF THIS PRE-SOLICITATION SYNOPSIS IS TO NOTIFY POTENTIAL BIDDERS OF THE UPCOMING SOLICITATION FOR PEST CONTROL SERVICES AT THE SURFACE COMBAT SYSTEMS CENTER IN WALLOPS ISLAND, VIRGINIA, VIRGINIA. The work includes, but is not limited to all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide Pest Control support service. This procurement is a Firm Fixed Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) combination Contract. The contract term will be a base period of one year plus four option years. This procurement will follow sealed bidding procedures as prescribed by Federal Acquisition Regulation (FAR) Part 14, and solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 561710 with a size standard of $7,000,000.00. The Government anticipates awarding a combination Firm-Fixed-Price (FFP) and Indefinite Delivery Indefinite Quantity contract. The performance period is one (1) base year period and four (4) option years. This contract will replace an existing contract for similar services awarded in November 2010 for $14,000.17 (firm fixed price portion) and $12,878.5 (indefinite quantity portion, base year and two option periods). Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Contractors/Bidders can view and/or download the solicitation, and any attachments, at Navy Electronic Commerce Online (NECO), http://www.neco.navy.mil. The solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF file format. The free Acrobat Reader, required to view PDF files, can be downloaded from the Adobe website. Contractors /Bidders are encouraged to register for the solicitation when downloading from the NECO website. Only registered contractors/bidders will be notified by e-mail when Amendments to the solicitation are issued. The approximate solicitation release date is 1 March 2013. All Contractors/Bidders submitting proposals on DoD solicitations must be registered in the System for Award Management (SAM) prior to award of the contract. Lack of registration in the SAM database on the part of the Contractor/Bidder will make the Contractor/Bidder ineligible for award.
