- The purpose of this amendment is to issue a revised Scope of Work. See attached document with changes. This solicitation also issues clarification for submittals. In addition to price proposals, contractors must submit soil classification and gradation analysis as documentation to verify compliance with the SOW. This amendment is also issued to answer the following RFIs: A1: The fill material is specified to meet New York DEC residential use standards (6 NYCRR, section 375-6.8(B)). In reviewing this standard we note that this only refers to various contaminants. Is there a specific type of fill you are looking for? Is there a gradation/ sieve analysis you are looking for? A1: The USACE requirement is as stated in the SOW. The fill must meet the New York DEC residential use standard. Offerors should also submit gradation analysis for informational purposes. Q2. Who is responsible for constructing the stockpile? Do we need to place a piece of machinery on site to establish the stockpile or is this accomplished by others? A2. Stockpile of fill material to be staged and managed by others. Contractors transport vehicles will be loaded by others. Q3. What are the Proposal Submission Requirements? See no reference to separate volumes with Technical and Past A3. Contractor should submit required documents for technical review and a price proposal. There is no Technical Evaluation Board for this action, so the proposal does not need to be submitted in separate volumes.
