- NUMBER: PR: 0040069497 POSTED DATE: 02/01/2013 SUBJECT:Supply 2800 gallons of Jet A Fuel using a 100 gallon bladder, provided by the Fish and Wildlife Service and located on Kotzebue Airstrip. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than Thursday February 08, 2013 by sending an e-mail to almeda_gaddis@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY:Bering Air INC, DUNS: 099834756 FOR :FWS Marine Mammals Mgmt Ofc ON:02/08/2013 NAICS:324110Petroleum Refineries AUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source FAR 6.302-2 Unusual and compelling urgency. Determinations not to compete this proposed procurement were made because: The This special notice is issued as a single source request for 2800 gallons of Jet A Fuel to refill a 100 gallon bladder provided by the Fish and Wildlife Service with Jet A Fuel. The bladder is located on the Kotzebue Airstrip. As part of a research effort to capture polar bears in the Chukchi Sea, the Fish and Wildlife Service is contracting a fixed wing pilot to be stationed in Kotzebue and assist with this effort. One of their tasks will be to haul the bladder of Jet A fuel out onto the sea ice to refill a helicopter used for capturing polar bears. We are, therefore, in need of a vendor that can refill the bladder with Jet A at the Kotzebue airstrip where the pilot will land and offload the bladder to be refilled. As Specifically, the vendor will need to be available to refill the bladder, supplied by the Fish and Wildlife Service via the contracted fixed wing pilot, with Jet A at the Kotzebue airstrip as arranged between the fixed wing pilot and the vendor between March 11 and May 10, 2013.
