- The Food and Nutrition Service (FNS) seeks a contractor to develop methodologies that may be used by States to (1) develop Standard Utility Allowances (SUAs) that accurately reflect typical utility costs for low-income households and (2) make annual adjustments to these SUAs. The primary objectives of this study are to (1) conduct a review of available data on utility costs to determine which sources are most useful for this study; (2) develop two or more methods for standardizing the development of SUAs across all States; and (3) develop two or more methodologies for making annual adjustments to SUAs. Using the results of this study, FNS will be better able to advise and develop consistency across States in determining their SUAs. The Request For Proposal (RFP) package will be available for viewing at www.FBO.gov on or after February 15, 2013. Proposals are tentatively due by Close of Business (COB) March 18, 2013 in the office of the Food and Nutrition Service-Contracts Management Division, 3101 Park Center Drive, Room 228, Alexandria, VA 22302. The North American Industry Classification System code is 541720. The Small Business Size Standard is $19.0 million. This acquisition is a Small Business set-aside. Offers will be accepted from all responsive and responsible small business concerns.
