Description

This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Business; e.g., Large Business, Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other small businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name, (b) address, (c) point of contact, (d) phone, fax and email, (e) DUNS number, (f) Cage Code, (g) Tax ID number, (h) type of business, e.g., Small Business, Veteran owned, etc. (i) a description of any GSA Schedule contracts held, and (j) a capability statement that addresses qualifications and ability to perform as a contractor for the work described below. The U.S. Health Care System has transitioned from hardcopy medical references to electronic medical reference databases. Clinical providers in the VA Southwest Health Care Network (VISN 18) which includes 7 locations (Phoenix AZ, Prescott AZ, Tucson AZ, Albuquerque NM, El Paso TX, Amarillo TX, Big Springs TX) require online web access to searchable medical references for quick and easy retrieval of up to date and evidence based drug and medical information for health care providers and patients. Electronic medical references reduce the need for multiple individual hard copies of expensive resources. This method provides a more efficient manner of retrieving medically necessary information to meet the clinical mission of serving Veterans within the VA Southwest Health Care Network, VISN 18. The contractor must provide 24/7 license rights for immediate access to multiple simultaneous users from any web-enabled computer to employees in facilities/offices of the VA Southwest Health Care Network, VISN 18 for deliverables equal to or exceeding the electronic drug reference database currently in use, (Truven Health Analytics) Micromedex Clinical Decision Support Software Package 12. The database shall allow multiple simultaneous users via one interface and one search platform, access to the following titles: a.AltMedDex, including RPS Herbal Medicine b.DRUGDEX ® System c.DRUG-REAX ® System d.Martindale e.CareNotes System (Intranet and Internet) f.DISEASEDEX Emergency Medicine g.DISEASEDEX General Medicine h.IV INDEX System i.Material Safety Data Sheets (MSDS) j.POISINDEX ® System k.REPRORISK ® System l.TOMES ® System The Database shall provide drug information, dosing and therapeutic tools, and drug identification to ensure VA Southwest Health Care Network staff has tools necessary to provide safe and effective medical care to Veterans. At minimum, the reference shall provide: a.medication dosage calculators, tablet/capsule identification and emergency treatment b.administration, monitoring, compatibility, and admixing instructions for parenteral medications c.patient management and treatment protocols (including drugs, plants, household products) d.complementary and alternative medicine, including international coverage e.an international directory providing formulas, synonyms and therapeutic courses of drugs and drug derivatives f.comprehensive drug monographs, drug consults, and references g.online, comprehensive reference resource that is able to offer specialty focused clinical resources including, multi-drug interaction checker and evidence-based application for PDA devices The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Industry Classification System (NAICS) code for this acquisition is 511210 ($25 million). All offerors who provide goods or services to the U.S. Federal Government must be registered in the System for Award Management (SAM) located on the web at https://www.sam.gov/portal/public/SAM/. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation for this project must be registered with the Department of Veterans Affairs, Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested offerors should submit their qualifications by email to: Tim Harris (Timothy.Harris5@va.gov) no later than Wednesday, February 6, 2013 at 1:00pm local (Tucson, Arizona) time.
