- Per Federal Acquisition Regulations (FAR) Part 5.102: Availability of Solicitations, this combined synopsis/solicitation is ONLY a request for quote from Palladium Group dba Balanced Scorecard Collaborative, Inc. Lincoln, MA. This is a sole source requirement Strategic Plan Support Services to Palladium Group. This is not a request for quote from any other contractor other than Palladium Group. Please see attached Justification and Approval for further information regarding this sole source contract to Palladium Group. The Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Office intends to procure Strategic Plan Support services which include providing senior level subject matter expertise in organization development, evidenced-based strategic planning, Balanced Scorecard © strategic planning, drafting Navy Medicine strategic planning communication, development of implementation and enterprise cascading approaches, facilitating strategic planning workshops for senior Navy Medicine leadership from the Bureau of Medicine and Surgery Headquarters to the Navy Medicine Regions and supporting Military Treatment Facilities and Medical Support Facilities. FLC's intent is to process this procurement on a sole source basis to Palladium Group, dba Balanced Scorecard Collaborative, Inc. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-2. FLC's intent is to issue a firm-fixed price contract accordance with FAR 12 (Commercial Items) and FAR 15 (Contracting by Negotiation) procedures. This notice of intent is not a request for competitive proposals. However, all capability statements received by 04 February 2013 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purposes of determining whether to conduct a competitive procurement. Palladium Group, dba as Balanced Scorecard Collaborative, Inc. is currently performing these services at the Bureau of Medicine and Surgery (BUMED). The period of performance will be 07 February 2013 through 06 October 2013. AGAIN, the proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received by 04 February 2013 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
