Description
The United States Army Corps of Engineers, Portland District will conduct a Pre-Solicitation Conference for the Mouth of the Columbia River (MCR) South Jetty Dune Augmentation project on 31 January 2013 at Robert Duncan Plaza in Portland, Oregon. The address is: Robert Duncan Plaza 333 SW First Ave Portland, OR 97204 All interested potential Prime Contractors in NAICS 237990 and Subcontractors in any related NAICS are invited to attend. The conference will take place in rooms 3H&J on the 3rd Floor of Robert Duncan Plaza. The conference will begin at 10:00 AM. This Pre-Solicitation conference is for informational purposes only and is intended to give interested contractors an overview of the size, scope, and timeline of the project. The official solicitation is scheduled to be issued in May 2013. Attendees are required to pre-register for the conference by emailing David Boone, Contract Specialist at david.c.boone@usace.army.mil. Include the following information in the text of the email: 1. Any changes to the time, date, or location will be posted on FedBizOpps.gov as a modification to this Special Notice. The U.S. Army Corps of Engineers reserves the right to reduce the number of attendees per company should space availability present an issue. Please monitor this FedBizOpps.gov posting for any updates. A dynamic revetment (cobble/gravel berm) will be constructed along the ocean side of the foredune (south of the south jetty) and will be approximately 1,100 linear feet. Construction of the dynamic revetment will occur within the Fort Stevens State Park. The dynamic revetment will be constructed within an active coastal zone, where the water level during times of high tide or storm wave action may affect the work area. Construction activity is anticipated to be initiated within the time frame of AUG - OCT 2013. The foundation grade for the dynamic revetment will be located at approximately +8 ft NAVD. Mean Higher High tide is at +8.5 ft NAVD. Approximately 18,000 cy of sand may need to be excavated to meet the required foundation elevation for placement of material. Note the sand excavation will occur incrementally as the dynamic revetment is constructed in 100-200 ft long segments. In this case, the volume of sand expected to be excavated per 100-ft revetment segment is approximately 185 cy. Rounded cobble material will be required for the majority of the material. Between 30,000 to 50,000 cy of material will be placed total in three separate layers. A 2-foot bottom bedding filter consisting of -inch minus gravels will be placed at foundation grade. A core material (either angular or rounded) will be placed on top of the bedding and range from 1 to 12 inches in size. Rounded cobble will be placed at the toe of the berm to dissipate wave energy. A final layer of rounded cobble will be placed on top of the core material ranging in size from 1 to 8 inches in size, well graded. The constructed template crest would have a crest height of between 10 to 15 feet above the foundation grade and have a 1 vertical to 5 horizontal slope aspect from crest to existing grade. Once construction is complete, the excavated sand will be placed at the toe of the structure to preserve the existing grade at the time of construction, any remaining sand will be used to supplement low spots in the foredune crest.
