- Propulsion Subsystem Support Contract Sources Sought Synopsis February 01, 2012 The purpose of this posting is to publish a new Sources Sought Synopsis for the Propulsion Subsystem Support Contract dated February 1, 2013. The purpose of this SSS is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government intends to establish a new Intercontinental Ballistic Missile (ICBM) Propulsion Subsystem Support Contract (PSSC). This contract will consist of maintenance and engineering services to support the sustainment and acquisition activities for the Propulsion Subsystem in achieving its mission to integrate and coordinate all activities necessary to assess, to report, and to sustain the operational capability and reliability of the ICBM Propulsion System. Responses should be received by close of business March 04, 2013. The PSSC will include work related to ICBM solid rocket motors (1st, 2nd, and 3rd stage propulsion), liquids (Propulsion System Rocket Engine), flight controls, system ordnance, and flight batteries. The Propulsion Subsystem Contract scope will include but not be limited to basic propulsion sustainment, aging surveillance, repairs and refurbishment efforts, modification programs, developmental and production engineering, production and deployment programs, and test and evaluation for the ICBM Propulsion Subsystem and related support equipment. Other activities will include systems engineering, configuration management, nuclear surety, nuclear hardness, closed-loop failure analysis, assisting the government in resolving field related problems and issues, mishap investigations, Air Force Technical Order actions, depot repair related issues, subsystem component design/redesign, vendor qualification, and parts availability. The successful offeror will be required to interface with the ICBM Integration Support Contractor (ISC) as well as provide input and participation to the integration efforts of other contractors that support the ICBM Mission. The contractor must have resident technical knowledge and expertise of the ICBM propulsion system, and related field and depot level facilities and support equipment in order to augment the government's technical knowledge and expertise. These activities require a suite of peculiar support capabilities which include large solid rocket motor production capabilities and liquid propulsion production capabilities. There are a limited number of production facilities in existence that are currently being utilized for ongoing ICBM Propulsion activities. Without the required capabilities, the production portion of PSSC will not be executable. Recent market research activities revealed a teaming approach consisting of ICBM Original Equipment Manufacturers (OEMs) to satisfy PSSC requirements. This team is the only known source that has the required capabilities needed to meet the aforementioned requirements. This sources sought synopsis constitutes another call to industry to determine if additional responsible sources exist to meet the needs of this requirement. Responses to this SSS must clearly demonstrate that the contractor has the necessary knowledge and understanding of requirements and the facilities, support equipment, and employees with the ability to perform the requirements listed above as a prime contractor. If the contractor does not currently have the capabilities, the contractor must be able to demonstrate how it will gain access to the capabilities as well as provide a detailed schedule showing how long it will take to get these capabilities to an operational and qualified level of capability.
