- SOURCES SOUGHT NOTICE Department of Homeland Security (DHS) United States Citizenship and Immigration Services (USCIS) Document Production Division (DPD) Maintenance of the Card Personalization System Technology Refreshment (CPSTR) General Information Document Type: Sources Sought Notice (SSN) Solicitation No.: HSSCCG-13-I-00002 Posted Date: February, 01, 2013 Response Date: February 15, 2013 NAICS Code: 811219 -- Other Electronic and Precision Equipment Repair and Maintenance 1. PURPOSE This SSN is for informational and planning purposes and is not to be construed as a solicitation or a commitment to issue a solicitation. It is issued for the purpose of notifying industry of USCIS intent to solicit and award a sole source contract to GDIT for hardware and software maintenance services described below. If potential industry participants have the capability and capacity to provide the services described below and are interested in participating in this acquisition action, please respond no later than February 15, 2013 in accordance with paragraph 4 below. 2. BACKGROUND USCIS Document Production Division(DPD) requires maintenance of the Card Personalization System Technology Refreshment (CPSTR) system which produces USCIS Permanent Resident Cards (PRC) and Employment Authorization Document (EAD) cards. Currently this system is operating and being maintained at the USCIS Corbin Production Facility (CPF) in Corbin Kentucky. CPSTR is a complex card identification system to receive data, personalize and issue cards, and provide systems feedback regarding completion and mailing of cards. The CPSTR system is made up of a combination of custom-developed machines, software and some commercial-off-the-shelf (COTS) systems. CPSTR uses an Oracle-based CPSTR server to control data flow into and out of the CPSTR architecture. The server is GFE but programmed/configured by the current contractor. The CPSTR includes data processing, laser etching and robotic technologies, all of which must be properly maintained and repaired in order to reliably produce millions of cards per year which provide proof of immigration status and benefits for millions of people. The maintenance must be regularly performed with corrective action taken immediately in order to reliably produce millions of cards per year which provide proof of immigration status and benefits for millions of people. Without consistent, corrective maintenance the system would become unreliable, vulnerable to failure, and eventually incapable of producing cards. The maintenance must be regularly performed with corrective action taken immediately in order to ensure the CPSTR system is capable of 100% accuracy with the capability of being available to meet production requirements up to 20 hours/day, 6 days/week and 50 weeks/year to produce 120 - 300 cards per hour (depending on card type) and addressing envelope inserts with the correct card recipient address information at a rate of up to 1200 cards per hour. 3.Requirement The requirement for maintenance of the existing equipment includes the following: a)Hardware Maintenance and Repair Service: Hardware maintenance, repair service support, and system specific spare parts for all CPSTR workstations and components to ensure the system remains fully functional at current operational production rates through the system lifecycle. b)Software Maintenance Support: CPSTR software maintenance support which includes any and all updates to the CPSTR systems, USCIS directed system security patching and hardening and associated testing, documentation that supports the software release updates for all system changes to ensure that the systems can be operated without disruption to other USCIS information systems. c)CPSTR Software Release and Upgrade Support: Support new CPSTR software releases (including upgrades to or new data tables), and any associated software security hardening, and C&A testing. This would include upgrades to system software based on changes to the USCIS information systems and supporting the Systems Engineering Life-cycle (SELC) process to include providing all required documentation to accommodate system changes that impact card production operations. This would include the conversion of existing CPSTR documentation in Information Technology Life-cycle Management (ITLM) formats to SELC formats as required. d)Technical Support: Technical support in the area of continuing USCIS CPSTR operations to include, all Section 508 test requirements, and all SELC system documentation and testing. Technical support includes consulting for the Program Office and any required collaboration with other Contractors support DPD. e)Creation of Reports: Development of Oracle queries or Structured Query Language (SQL) code for the creation of customized reports, ad hoc reports, and reports by specific card type or recipient which would pull the data from the CPSTR database. 4.RESPONSE FORMAT AND GUIDELINES 4.1 Format, delivery date, and point of contact Responses shall be in Microsoft Word for Office 2010 (.doc) or.PDF format and are due no later than 15 February, 4:00 PM Eastern Time (ET). DO NOT PROVIDE PROPRIETARY INFORMATION. No pricing information is allowed. 4.2 Content The response shall be divided into two sections. Section 1 of the response shall provide administrative information, and shall include the following as a minimum: • Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact • Corporate Web site address • Business size (if small, describe preference categories) • DUNS number • North American Industry Classification System (NAICS) code classifications Section 2 of the response shall address, in detail, the firm's capabilities to fulfill the requirements identified in Section 3 of this SSN. CONCLUSION This SSN is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this SSN. The information in this SSN is subject to change and is not binding on the Government. This SSN does not constitute a commitment to procure any of the items/services discussed, nor is it a commitment or authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
