- Description: This is a notice of intent to issue a sole-source contract to THERN, INC., 5712 IND PK RD, WINONA, MN 55987 for Hand Winches per NAVAIR Drawing 02-31003. The government intends to award this contract on or about 15 February, 2013. This procurement is being conducted under the authority of 10. U.S. C 2304 © and FAR 6.302-1(a) (2) (ii). Only one responsible source and no other supplies or services will satisfy agency requirements, which applies with the supply required by the agency are only available from one responsible source and no other type of supply will satisfy the agency needs. Requirements: These winches are necessary for form, fit and function on our existing installed winches. The winches have a unique form and fit that does not allow for substitution by other manufacturer winches. Quoters who believe they can meet this requirement are required to submit in writing as affirmative response demonstrating a comprehensive understanding of the requirements set forth. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit the agency analysis to establish a bona fide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 1 p.m. Pacific Time, February 11, 2013.
