- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USACE Marine Design Center intends to initiate a commercial items procurement RFQ (Request for Quote) to acquire a new floating hose ball joint for the U.S. Army Corps of Engineers, St. Louis District's Dustpan Dredge POTTER. The U.S. Army Corps of Engineers, Marine Design Center (MDC), is issuing this solicitation to acquire one new 32 quote mark I.D. Steel Ball Joint. The ball joint shall be provided with flanges to match the existing pipeline flanges. The project includes construction and delivery of the new components. The USACE Dredge POTTER a Dustpan Dredge 234 feet long with a 46 foot Beam, which operates in the Mississippi River. The POTTER discharges dredged material through a 800-2400 feet long discharge pipeline. The Ball Joint is intended to provide a safe and efficient transition for raising and lowering the 32 quote mark I.D. steel spill pipe on the spill barge a total of 15 degrees from horizontal. The spill pipe will be raised and lowered by a winch, A-frame, and rigging on the spill barge. The ball joint shall restrict horizontal motion, allowing only vertical motion. The ball joint shall permit coupling and locking in any position within the maximum angle allowed by the ball movement. The Government intends to procure major components and technical expertise to procure the new floating hose quick connect system. Optional items for spares will be included. The major components to be procured are as follows: Ball joint All components are to be delivered to St. Louis, MO. The optimal Period of Performance for the contract, including delivery, would be delivery by 30 June 2013 but alternate delivery dates will be considered as part of a best value determination. Liquidated damages may be included with this acquisition. Offers will be evaluated on the following criteria: 1.Product Technical Performance 2.Past Experience and Past Performance 3.Proposed Delivery Schedule 4.Price A Request for Quote (RFQ) number W912BU-13-T-0010 (the solicitation) will be available on or about 1 February 2013 with a closing date of on or about 15 February 2013 at 1300 hours (EST). Hard copies of the solicitation will not be available and telephonic, written or fax requests will not be accepted. The official media for distribution of this RFQ (Request for Quote) is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the Offerors responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. Three (3) copies of the proposals will be delivered to: U.S. Army Corps of Engineers CENAP-CT-S, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, ATTN: Robert Hutcheon. Electronic submission, via e-mail or fax, IS NOT acceptable. All offers are due on 15 February 2013 by 1300 hours (EST). All contractors are required to be registered in the System for Award Management (SAM) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the SAM website at www.sam.gov. Instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS Report on your employment of targeted veterans.
