- RFP The objective of this procurement is to acquire timely, efficient, effective and expert marketing, public relations and advertising support for NHTSA, and its partners, in the management of its national seat belt and alcohol campaigns and other highway traffic safety programs regarding child passenger safety, distracted driving, speed, pedestrian, motorcycle, bicycle, school bus, and older driver safety programs. In addition, the resultant contract may be used to develop communication materials targeting the Hispanic population to support national seat belt and alcohol campaigns. This opportunity had originally been synopsized under RFP DTNH22-12-R-00531. Under that synopsis, NHTSA had planned to use a "Cascading" approach to contractor selection (where small businesses would be considered for award first, then (in the event no small business was selected) large businesses would be considered. That has now been changed to where this requirement is set-aside, 100%, for small businesses.
