- Statement of work This is a combined synopsis/solicitation Notice of Intent (NOI) for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-NOI-13B1620845 issued as a Notice of Intent to Thermo Electron North America LLC. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-65 dated January 29, 2013. The associated North American Industry Classification System (NAICS) Code is 811219, which has a business size standard of $19.0. This acquisition will be processed under FAR Part 13. Simplified Acquisition Procedures (SAP) and is not a small business set-aside. All responsible sources may submit offers that will be considered by this agency. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to procure a one year renewal preventative maintenance service agreement on the following: Line item 1) LTQ-Orbitrap Velos, serial number#SN03388B and model#0723870(qty-1). Line item 2) ETD Upgrade for LTQ, XL, Hybrid, serial number ETD10612 and model #OOPTON-97108.(qty 1). Thermo Electron North America LLC is the only known vendor or manufacturer that is authorized and able to provide certified expertise and technicians. Parts and accessories must be original so not to affect the manufacturer warranty. Statement of work is included as an attachment The Unity Essential Support Plan Features of the requested renewal preventative maintenance service agreement from Thermo Electron North American LLC for the LTQ-Orbitrap Velos are the following: 1) Unlimited number of demand on-site service visits with a maximum 72-hour response. 2) Engineer labor and travel is included. 3) Priority status for technical support inquiries, response within two hours. 4) One (1) scheduled preventative maintenance visit. 5) Thermo Scientific supplied personal computers are covered. 6) Factory-certified replacement parts are included. 7) Software updates and notifications. 8) Subscription to e-Support Online Technical Resources. 9) Planned Period of Performance 4/1/2012-3/31/2014. The Government will award a fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government requirement (ii) Price (iii) Warranty The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; Far 52.212-3, Offeror Representation and Certifications - Commercial Items; Far 52.212-4, Contract Terms and Conditions -Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). In order to be considered for an award, an offeror must have completed the electronic Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) at www.sam.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the System for Award Management (SAM) will make an offeror ineligible for award].
