- The NAVSUP Fleet Logistics Center (FLC) San Diego, Contracting Department intends to award a six month Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee Delivery Orders on an other than full and open competition basis to Camber Corporation, 635 Discovery Drive, Huntsville AL 35806-280. Non-commercial procedures will be used. This requirement is for a six month bridge contract for continuation of technical, professional, and administrative support services for the Center for Civil-Military Relations (CCMR) at the Naval Postgraduate School, Monterey CA. Camber will provide the following activities that promote defense reform through education on tailored subject matter areas including, but not limited to, International Mobile Education Teams and Civil-Military Relations courses, Professional Military Exercises, International Defense Acquisition Resource Management, Combating Terrorism, Stabilization and Reconstruction, Research and Education, Defense Institution Building, Defense Institution Reform, Global Peacekeeping Operations Initiatives, and Leader Development and Education. Services include, but are not limited to: (1) Preparation and delivery of course curricula for support of combat and peacekeeping operations in Afghanistan, Pakistan, and elsewhere, (2) Preparation and delivery of OSD-sponsored Defense Institution Building and Reform ongoing security cooperation activities in vital partner-nations throughout the world, (3) Conduct and execution of U.S. PACOM and U.S. EUCOM-sponsored Professional Military Exercises and Peacekeeping training event series throughout the year with partner-nations, and (4) International Mobile Education, Combating Terrorism, and International Defense Acquisition Resource Management courses throughout the fiscal year in Monterey, CA and abroad as part of ongoing U.S. security cooperation assistance initiatives. Camber is the only responsible source that can provide these vital services while the contracting activity concludes the solicitation process for follow-on contracts to perform these services, which is currently under source selection under full and open competition with an expected award later in FY13. A wide variety of U.S. defense security cooperation goals and international agreements depend on this cohesion and continuity, which only Camber can provide to the requiring agency during this transition period. The applicable NAICS code is 611710, business size: $7.0 mil. Performance is expected to begin on 19 March 2013 through 18 September 2013. This notice of intent is not a request for competitive quotes; however, all information received by 15 February 2013, 3:00 pm PST will be considered by the Government for the purpose of determining whether or not to compete the requirement. A determination by the Government not to compete this proposed contract will be based upon the responses and is solely within the discretion of the Government. NAVSUP FLC San Diego is concluding a competitive multiple award procurement for three-year indefinite delivery, indefinite quantity contract for the services specified above. Navy anticipates an award of follow-on contracts to permit a smooth transition before the conclusion of the subject six (6) month sole-source award to Camber.
