Description
Naval Supply Systems Command, Fleet Logistics Center, Jacksonville (FLC JAX) Contracting Department anticipates issuing a Request for Proposal (RFP) for the acquisition of Logistics Support Services. This acquisition will provide U.S. Navy, Marine Corps, Coast Guard, as well other Department of Defense (DoD) customers within the Guam Operating Area (FLC Yokosuka Marianas) with a responsive, efficient, and reliable means of obtaining Contract Labor Support. The solicitation will be issued as a competitive 8(a) set-aside in accordance with the Small Business Act (15 U.S.C. 637(a)). Award without discussions of a multiple (three contractors) Hybrid IDIQ type contract with Firm-Fixed-Price CLINS with provisions for Other direct costs. Task Orders is anticipated in accordance with FAR subpart 15. The base period of performance commencing on or about 01 September 2013 will be for 12 months with two one-year option periods. The FSC Code is R706. The applicable NAICS Code is 561110 with a size standard of $7M. The solicitation will be issued on or about 15 March 2013 with closing within 15 days after issuance of the RFP. The solicitation will be available for download on the Navy Electronic Commerce Online (NECO) Website at https://www.neco.navy.mil and FEDBIZOPS Website at: http:www.fedbizopps.gov. No paper copies of the RFP, attachments, or amendments will be provided. The RFP will include instructions for preparation of proposals, the performance work statement, and evaluation criteria. Central Contractor Registration (CCR) is mandatory (http://www.ccr.gov) and completion of On-Line Representations and Certifications (ORCA). It is the responsibility of interested parties to register with NECO and or FEDBIZOPS to download the synopsis, solicitation and subsequent amendments, and all attachments. No solicitation mailing list will be issued. Offerors are encouraged to review the referenced websites frequently for updates. ONLY email requests for clarification to the Contract Specialist are acceptable. No phone call communications or personal office visits with FLC JAX or its internal or external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation, and award process. Questions from responsible interested 8(a) parties regarding the synopsis and solicitation must be submitted by email within 5 calendar days of their release to Marie Tarnowski at marie.tarnowski@navy.mil.
