THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ). ********************************************************************************************* Purchase Request Number: F3W7142314A002- Request for Quotation - This document incorporates provisions and clauses in effect through the Federal Acquisition Circular 2005-65. ********************************************************************************************* Requirement: CLIN 1001: Protestant Praise Team Coordinator (Base Period) Description: Base Period. The Praise Team Coordinator will direct and/or lead congregational singing during Protestant Traditional worship services. The coordinator will be expected to work four hours (units) per week maximum at the Geilenkirchen NATO Chapel; two hours (units) may be claimed for each Protestant worship service, and two hours (units) may be claimed for each week's rehersal. The Praise Team Coordinator will coordinate rehearsal times with the chapel staff. Please see the below Statement of Work for further information. Quantity: 12 Months Period of Performance: Base Year: 15 March 2013 - 14 March 2014. CLIN 1001: Protestant Praise Team Coordinator (Option Period) Description: 1st Option Period. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by-- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) STATEMENT OF WORK FOR PROTESTANT PRAISE TEAM COORDINATOR AND MUSIC ACCOMPANIST 1.1. Contract Position Title: Protestant Praise Team Coordinator 1.2. Scope of Responsibilities and Qualifications 1.2.1. Performance will be in accordance with generally accepted principles for Christian ministry, USAF Chaplain Service policy guidelines, AFI 52-101 and HC Operating Instruction 52-1. 1.2.2. Must have training/experience in leading music in a parish setting. 1.2.3. Must have the ability to direct and lead congregational singing. 1.2.4. Must have ability to sight read music. 1.2.5. Must have knowledge and expertise in the selection of music. 1.2.6. Applicants will demonstrate the requirements listed in items.2,.3,.4, and.5. 1.2.7. Must be able to communicate in English with staff, volunteers, and customers. 1.2.8. Applicant must submit a resume and other documents (e.g. certification, letter of references from previous employer, etc) as may be required. 1.3. Statement of Work 1.3.1. Four hours (unit) per week max. at the Geilenkirchen NATO Chapel. Two units may be claimed for each Protestant worship service and two units for each week's rehearsal. Praise Team Coordinator will coordinate rehearsal times with chapel staff. 1.3.2. Is directly accountable to the Protestant Chaplain regarding music for all Protestant worship services. 1.3.3. Directs and/or leads congregational singing during Protestant Traditional worship service. 1.3.4. Coordinates and directs musical worship and ensures Music Accompanist (if subcontracted), Choir, and other volunteer musicians are available. 1.3.5. Individual must be present for services 30 minutes prior to start of the worship service to coordinate with officiating Chaplain and prepare for services. 1.3.6. Performs special services throughout year to include but not limited to the holiday seasons such as Christmas and Easter as requested by the Protestant Chaplain or designee. 1.3.7. Coordinates and Directs a weekly rehearsal sessions of one hour per week. 1.3.8. Recruits other volunteer musicians and choir members. 1.3.9. Must be able to work effectively with the choir members, Accompanist, other musicians, and Protestant Chaplain. Recognizes that the final authority in worship and musical matters rests with the Protestant Chaplain. 1.3.10. Is responsible for the return of music, microphone, music stands, chairs, and etc., to their proper places after rehearsals and service's. Responsible for turning off lights and securing building after rehearsals. 1.3.11. Performs musical accompaniment (or subcontracts performance) during the traditional portion of the Protestant Worship Service. Individual must be prepared to play all required elements of the worship service to include; prelude, hymns, offertory, doxology, children's story time, and postlude music. 1.3.12. Except in cases of illness or emergency, the Protestant Chaplain will be notified of pending absences at least two weeks in advance. When unavailable, the Praise Team Coordinator will enlist the services of a substitute who must be coordinated with the Protestant Chaplain. 1.3.13. Double billing for the same rehearsal or service of worship by an individual under more than one contact is not authorized. 1.4. ADDDITIONAL INFORMATION 1.4.1. One hour of work equals one unit of work for contractor. Units must be validated monthly by submitted invoice. 1.4.2. All applicants must submit bid (based on a per-hour wage) and interview for the Praise Team Coordinator. The bidder presenting the best value to the government will be awarded the contract. Qualifications and wage bid will be given equal weight in the hiring process. 1.4.3. The Chapel may extend this contract for an additional 12 months by issuing written notice to the contractor within 30 days of contract expiration. The preliminary notice does not commit the chapel to an extension. 1.4.4. This Contract may be terminated by the Contractor or Chapel upon 30 calendar days notice in writing or by either party at any time for default of the other party in any of the conditions or provisions herein contained. Any notice required to be given by either party under any provisions of this Contract is sufficient for all purposes when sent in or hand delivered. 1.4.5. Any grievance by the Contractor should be resolved at the lowest level. Start with Protestant Chaplain. 1.4.6. Accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract. 1.4.7. The contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Protestant Chaplain. Submit the names and qualifications of proposed subcontractors to the Protestant Chaplain for approval prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Statement of Work (SOW). Contractor is responsible for payment of substitute.
