Description
The Naval Sea Systems Command is seeking potential sources with AN/BQQ-10 Acoustic-Rapid Commercial-off-the-Shelf Insertion (A-RCI) knowledge, capability, and interest to develop, integrate, and produce the AN/BQQ-10 Technology Insertion (TI) 16 with Advanced Processor Build (APB) 15, TI16 with APB17, TI18 with APB17, and TI18 with APB19. A-RCI is a sonar system that integrates and improves towed array, hull array, sphere array, and other ship sensor processing, through rapid insertion of COTS based hardware and software. The A-RCI program follows a spiral development model for rapid COTS insertion. Every even year, the hardware baseline is modified to incorporate new technology via a Technology Insertion (TI). Every other year (in the odd years) the system software must be modified to accept new Advanced Processor Build (APB) software, which may require firmware and/or hardware changes. The Navy expects to award a contract for this effort in or around mid-2014 with the first delivery in Jan 2017. The Navy expects to procure approximately 9 to 12 systems per year starting FY16 through FY19. This future contract is anticipated to include a base year, and seven option years. This will be a full and open competition. An Industry Day was held on 11 Dec 2012. The Navy intends to issue a draft Request For Proposal (RFP) by end of March 2013 subsequent to comments, a final RFP is intended to be issued late April/early May 2013. Additional information related to this announcement will be released in the near future.
