- This notice is to announce NSN 2920-01-353-7036 STARTER, ENGINE ELEC is being solicited on February 5, 2013. This is a combined synopsis/solicitation notice. The solicitation number is SPM7LX-13-X-0060 and is issued as a Request for Quote (RFQ). The solicitation will be available via the Defense Logistics Agency (DLA) website address of https://www.dibbs.bsm.dla.mil/rfp/. This procurement is a Small Business Set Aside. This NSN falls under NAICS code 336320 and has a small business size of 750, The subject acquisition is for the procurement of the above NSN and will be available on DIBBS on February 5, 2013. An Indefinite Delivery Purchase Order (IDPO) with one base year and one option year is anticipated. Estimated Annual Demand Quantity (ADQ) is 299 EA. The approved sources and part numbers are: SECO PARTS & EQUIPMENT COMPANY (1JUW8) P/N SEJ10479611 REMY, INC. (1LW55) P/N 10497166 The ADQ represents the estimated quantity only and is not a guaranteed amount. Multiple delivery orders may be written against the basic contract for a maximum of 2 years. Solicitation is a small business set aside. Various incremental quantities will be solicited. Deliveries will be to various DLA Direct locations within the Continental United States (CONUS) and outside the Continental United States (OCONUS). While price is a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery and past performance. The Contracting Officer MAY utilize online Reverse Auctioning as a means of conducting price discussions under the solicitation. During the course of the online auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the online auction. The public disclosure is anonymous, meaning that each offerors' identity will be concealed from the other offerors (although will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g. "Offeror A"). By submitting a proposal in response to this solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other Offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and the final proposal revisions are again requested in accordance with FAR 15.307. Solicitation issue date is February 5, 2013 and the response date is February 19, 2013. Copies of this solicitation will be available via DIBBS, but your response MUST be sent directly to the Contract Specialist listed in this notice.
