DELETE US COAST GUARD 87'WPB SHIP SERVICE DIESEL ENGINE GENERATOR, P-311-0637 SPECIFICATION DATED 2/2013, Revision 1 AND REPLACE WITH US COAST GUARD 87'WPB SHIP SERVICE DIESEL ENGINE GENERATOR, P-311-0637 SPECIFICATION DATED 02/2013 REVISION 2. Revisions were made to section 3.14 of specification. New Amendment dated 2/1/2013: USCG 87'WPB PATROL BOAT FLEET SHIP SERVICES DIESEL GENERATOR SETS REPLACEMENT AMENDMENT TO SOLICITATION HSCG40-13-R-11011 IS HEREBY ISSUED AS FOLLOWS: 1. DELETE US COAST GUARD 87'WPB SHIP SERVICE DIESEL ENGINE GENERATOR, P-311-0637 SPECIFICATION DATED 12/2012, AND REPLACE WITH US COAST GUARD 87'WPB SHIP SERVICE DIESEL ENGINE GENERATOR, P-311-0637 SPECIFICATION DATED 02/2013 REVISION 1. Revisions were made to section 3.14 of specification. 2.) POST THE FOLLOWING QUESTIONS AND ANSWERS RECEIVED IN RESPONSE TO SOLICITATION HSCG40-13-R-11011: QUESTION: Section 3.7.1.4 Describes a thermostatic bypass control of coolant. Can you please provide detail of what you are looking for? ANSWER: NORMAL THERMOSTAT FOR ENGINE JACKET WATER COOLANT IS ALL THAT IS REQUIRED. QUESTION: Section 3.7.1.4b Describes isolation cut-out valves to permit removal of the cooler while at sea. Can you please provide detail with a drawing of how the cooling system should be plumbed and how this system would be utilized? ANSWER: ISOLATION CUT-OUT VALVES ARE EXTERNAL OF THE ENGINE. DIESEL-GENERATOR SHALL BE FITTED WITH A RAW WATER COOLANT HEAT EXCHANGER, BUT ISOLATION CUT-OUT VALVES FOR IT ARE NOT REQUIRED AS PART OF PROVIDED DIESEL-GENERATOR. QUESTION: Section 3.7.1.5 Describes a spark arrestor type muffler. Can you please provide specifications of the Spark Arrestor muffler you would like incorporated? ANSWER: VENDOR IS TO PROVIDE ACCEPTABLE MUFFLER SUITED FOR THEIR PROPOSED DIESEL-GENERATOR. VENDOR MAY PROVIDE SPECS AND/OR TYPE OF MUFFLER FOR THEIR DIESEL-GENERATOR AS PART OF PROPOSAL. 3) All other terms and conditions of this solicitation remain unchanged. 4) Acknowledgment of Amendment 0001 SHALL be submitted to the Shavonda Jamison, Contract Specialist at Shavonda.Jamison@uscg.mil or fax to 757-628-4628 no later than Wednesday, February 13, 2013 3:00 pm EST. NOTE: Acknowledgement of Amendment 0001 shall be accomplished by completing Block 8, 15A, 15B and 15C of Page 1 of the Standard Form 30. New Amendment: The purpose of this amendment is to correct the issuance and closing date stated in the presolicitation notice for this requirement. Please note that the solicitation, (RFP), HSCG40-13-R-11011 was issued on 23 January 2013 with a closing date of 13 February 2013 at 3:00pm EST. The U.S. Coast Guard (USCG) Surface Forces Logistics Center (SFLC), Norfolk, VA is procuring Ship Service Diesel Generator Set (SSDGs) to be provided for the COAST GUARD 87'WPB Patrol Boats throughout the United States. This requirement will be issued under Unrestricted Procedures. The solicitation will be competed among small and large business firms under the applicable NAICS code. The applicable NAICS code is 336320. Size Standard is 750. For the calculations of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA Small Business Size Regulation,http://sba.gov/regulations/121/. This solicitation is issued pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiations. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-63. A Requirements Contract with firm fixed unit prices will be awarded for a Base Period beginning 15 April 2013 through 14 April 2014, with Four (4) one-year option periods, if exercised by the Government. The Government shall award a contract resulting from this solicitation to a responsive, responsible contractor whose written proposal is considered most advantageous to the Government, both in price and other factors considered. The following factors will be used to evaluate each offeror's proposal and are in descending order of importance: 1) TECHNICAL PLAN 2) PAST PERFORMANCE 3) COST/PRICE Factors 1-2 will be applied to determine the best value to the Government. The combination of non-price factors, Technical Plan and Past Performance, are more important than cost/price. All correspondence concerning this acquisition shall reference Request for Proposals (RFP) Number HSCG40-13-R-11011. The solicitation, (RFP), HSCG40-13-R-11011, will be issued on or about 23 January 2013 with a closing date of 13 February 2013. The RFP will be posted on the Governmentwide Point of Entry (GPE), FEDBIZOPPS, which may be accessed via the Internet at www.fedbizopps.gov or https://www.fbo.gov. No paper copies of the solicitation and/or amendments will be distributed. It is the potential offeror's responsibility to monitor this avenue (FEDBIZOPPS) for release of the solicitation and any subsequent amendments. Mailed, Faxed, and E-mailed proposals will be accepted.
