Description
The Department of Veterans Affairs Medical Center located at Veterans Way & Lamont Street, Mountain Home, TN is seeking a qualified A/E firm to: Provide all necessary Architectural Engineering (A/E) services required to prepare preliminary and final contract drawings, conceptual and final renderings, phasing plan, cost estimates, specifications in MS Word and Adobe pdf format, and construction period services for Project 621-13-114 A/E Upgrade Oxygen Piping and Supply in CLC at the James H. Quillen VA Medical Center, Mountain Home, TN. Design period services shall include drawings, specifications, and cost estimate reflecting specific tasks identified therein, in addition to on-site meetings with professional administrative staff, site investigative work and review of existing documents. AE staff and consultants shall be adequately knowledgeable of the various subordinate design disciplines, including but not limited to architectural, mechanical, electrical, plumbing (including sprinklers) and equipment components necessary to provide for a complete functional project. Performance Period for design is 90 calendar days from Notice to Proceed, plus the construction period services during the construction phase. GOALS OF THE PROJECT ARE AS FOLLOWS: Install new med gas head wall units (oxygen, air, and vacuum) in (32) thirty two rooms of building 162. That would include the first and second floor as well as replacing the existing alarm panels at the two nurse's stations on each floor. Scope will also include rebuilding existing head wall unit's front and back body. The rooms are two man bedrooms and some rooms have one existing panel on one side and none on the other side. Then the rest of the two man bedrooms have no med gas units or med gas piping. The design must include a strenuous schedule to phase the construction around patients and staff. AE needs to provide a capacity test on the existing oxygen storage tank to make sure that it can meet the needs of the current load as well as the new units being installed. All design, construction and certification must meet the IAN NFPA 99 2012 Edition. AE needs to design a cost estimate that would ensure the project is within the constraints of the proposed budget and include the following alternate bid deducts: Deduct#1: Install (32) thirty two new med gas head wall units, rebuild the existing unit's front and back body, and replace the two alarm panels at each nurse's station. Deduct#2: Install new head wall units only in the rooms that have no med gas. Deduct#3: Rebuild existing head wall units and install new units in the same room adjacent side to existing. The NAICS code is 541310 and the small business size standard is $7.0 million. The magnitude of construction is between $500,000 and 1,000,000. This procurement is 100% set aside for Service Disabled Veteran Owned Small Business concerns. AE selection criteria will include: 1) Team proposed for the project; 2) Proposed management plan; 3) Previous experience of proposed team; 4) Location of AE firm; 5) Proposed design approach; 6) Project control; 7) Estimating effectiveness; 8) Sustainable design; 9) Miscellaneous experience and capabilities. This is not a request for proposal. One original copy of SF330 and three copes of the SF330 on compact disc (CD) shall be mailed to Dana Dixon, Contracting Officer, 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN 37129, no later than, February 27, 2013. No faxed or email SF 330's will be accepted. Contractors must be verified in VETBIZ and viewable at the time of submission of offer and must be registered in System for Award Management (SAM).
