- This notice is being posted in compliance with FAR 8.405-6(a)(2), within 14 days after placing an order exceeding the simplified acquisition threshold supported by a limited-sources justification. On January 25, 2013, the IRS issued a Task Order to DLT Solutions under TIRNO-13-K-00116 against GSA Schedule 70, and DLT Solutions's GSA Contract Number GS35F4543G. This task order is expected to exceed $650,000.00 but is under $12.5 Million. The period of performance for this task order is one year. This Task Order was issued under the authority of FAR 8.405-6(a)(1)(i)(B), Only once source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized for the justification stated below: The Informatica Powercenter product is already approved by the IRS and is being used in the Enterprise Architecture. This requirement is for continual service and products in support of the Informatica Powercenter products for CADE2. Currently, the expertise in utilizing the Informatica B2B tool only exists at Informatica and with licensed resellers of the Informatica product. The current incumbent contractor is DLT Solutions, an authorized reseller of Informatica products. The current support for services is needed for the current tax year filing season ends on January 27, 2013. Without continual support, the CADE2 database would be unable to provide daily updates on tax payer processing and would affect the IRS tax administration during filing season. DLT solutions is the incumbent contractor and currently has contractor staff cleared through the IRS background process. In addition, with DLT solutions minimal on-boarding will be required allowing the firm to begin providing services and products on the date of award. Any other contractor will need to go through an on-boarding process which would take approximately a month or more just to be cleared to work on IRS systems and would likely be unable to provide support on around January 27, 2013.. At the current time, a competitive process for a Blanket Purchase Agreement (BPA) for the same work is being conducted. Initially, it was expected that the competitive BPA would established before this requirement would be needed and this requirement would have been issued against said BPA. However, several delays in the competitive BPA process were realized and the BPA has not yet been awarded. It is expected the competitive BPA will be awarded around July 2013.
