- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation includes the incorporated provisions and clauses in effect through Federal Acquisition Circular 05-65. The North American Industry Classification System (NAICS) Code for this procurement is 811219 with an SBA size standard of $19.0M and is being conducted as a small business set-aside. EPA?s Radiation and Indoor Environments National Laboratory in Las Vegas, Nevada, has a requirement for calibration and other services for (15) Reuter-Stokes RSS-131 Pressurized Ion Chambers (HPICs) for one base year and four option years. The HPICs must be calibrated at four calibration measurements: 12 uR/hr, 15 uR/hr, 80 uR/h and 220 uR/hr. In addition to the 4 measurements, a correction factor at 50 & 80 mR/hr must be shown on the calibration document, as determined by the contractor. This calibration service was previously performed using the ?Shadow Shield? method; however this order does not require the use of the ?Shadow Shield? method. The other services include battery replacement and firmware updates. Services other than calibration will only be conducted as necessary and as requested. The contractor is expected to pay for all shipping expenses including insurance to return the instruments to the EPA, but the EPA will pay to send the instruments out to the contract or. Additional information is in the attached Statement of Work. The Government anticipates issue of a firm-fixed-price Purchase Order for this requirement. The anticipated start date for this requirement is February 25, 2013. Basis for Award: The Government will make award to the responsible firm whose quotation is most advantageous to the Government on a best value basis, price and other factors considered. The criteria for evaluation are as follows: 1. Technical capability: The contractor shall submit their standard operating procedure for this type of calibration method and a recent (within the past three years) calibration certificate. 2. Past performance: The contractor shall provide a list of contracts or orders for the purpose of past performance evaluation. The contractor may also provide other forms of documentation which provide information on the laboratory's past performance. Valid past performance is evidence of similar work accomplished within the past three years. Provide at least three sources of past performance using the attached form. 3. Price. The contractor shall submit a firm fixed-price quote that is inclusive of all costs using the table provided in the Price Quote Attachment. Instructions: FAR 52.212-1 "Instructions to Offerors - Commercial" applies to this acquisition. Offerors are to include a copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the clauses cited further in this synopsis as being applicable.
