Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for one (quantity 1) NSA Evaluated Product List approved degausser and one (quantity 1) hard drive destruction device (specifications listed below). This solicitation is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-60 effective 26 Jul 2012). The NAICS code is 423430 and the small business size standard is 100 employees. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. You will not be eligible to receive an award if you are not in the System for Award Management database. (Reference: DFARS 252.204-7004, Alt A Required Central Contractor Registration). SCOPE Contractor Responsibilities: Provide one each of the following to: NGMO-PFO-D located at 7101 Military Circle, Jefferson City, MO 65101, Attn: CW2 Mike Jordan. Degausser requirements: 1.Must be on NSA Evaluated Products List 2800 Oersted for tape 5000 Oersted (L and P) for hard disk drives 2.Must accept multiple media formats; minimum 1 quote mark x4 quote mark x6 quote mark to include LTO, DLT, SDLT, 8mm, DDS, floppy, Zip and Jazz disks and computer hard disk drives without disassembly 3.Must have internal NSA Evaluated Field CheckR 4.Must provide numerical display of magnetic field strength to indicate proper strength for each cycle 5.Must be portable and weigh no more than 120 lbs. 6.Must degauss media in single pass 7.Must not be battery operated Disk destruction requirements: 1.Must accept hard drives 1.6 quote mark x4 quote mark x6 quote mark without disassembly 2. Must weigh no more than 100 lbs. 3.Must have removable debris tray 4.Must have manual/emergency stop 5.Must not require replacement parts of destruction mechanism 6.Must have safety mechanism to recognize jams to prevent motor burnout 7.Must physically destroy disk, not punch holes 8.No drive adapter required Note: The Contracting Officer reserves the right to award to other than the low bidder based on the following items in the respective order: price; technical acceptability. The offer submittal shall list the item by part number, number of hours for labor being offered, the product description as listed above, list the manufacturer and transportation costs. The offer shall list unit prices, total for each part number, and an overall totaled price. Offerors shall submit their quote on letterhead stationery, provide unit prices with a grand total, and the contractor must remit a completed copy of the REPRESENTATIONS AND CERTIFICATIONS at FAR 52.212-3, and follow the instruction as provided in the clause or be registered within Online Representations and Certifications (ORCA) found at this website: https://orca.bpn.gov/. THE GOVERNMENT WILL NOT ACCEPT INCOMPLETE PROPOSALS. Offers will be evaluated on price and technical acceptability. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable, and therefore will not be considered. Once an offer has been determined to be technically acceptable, and in compliance with all directions in this solicitation, the Government will award to the offeror with the best overall value.
