- The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Horiba Scientific, Inc. for an Aqualog high performance research spectrometer for simultaneous absorbance and fluorescence spectra. The EPA?s Office of Research and Development (ORD), National Homeland Security Research Center (NHSRC) at AWBERC, 26 West Martin Luther King Dr., Cincinnati, OH 45268 utilizes this spectrometer on a continuous basis for research. Our research requires instrumentation that is able to acquire two dimension fluorescence data over the entire wavelength range very quickly and at the same time maintain sensitivity. EPA has identified Horiba Instruments, Inc. as the only contractor that uses a CCD device for its spectrometer. Their spectrometer has the unique capability of meeting the specifications listed below: 1)Absorbance scanning range from 230-800 nm with 1 nm accuracy 2)Fluorescence excitation range is 200 nm ? 800 nm with 1 nm wavelength accuracy, with real-time absorption correction at the excitation wavelength 3)Fluorescence emission range from 250-800 nm with 1 ms emission integration time 4)Simultaneous absorbance-fluorescence range from 230-800 nm 5)NIST traceable spectra correction 6)Acquires absorbance and fluorescence spectra over the entire fluorescence excitation and emission range simultaneously at a spectral collection rate equivalent to 5,000,000 nm/min while maintaining sensitivity. 7)Sensitivity Water Raman signal to noise ratio> 20,000:1 for a 5nm bandpass and 0.2 sec response time. 8)Integrated instrument control and spectral analysis software, including: a.Two dimension fluorescence collection and analysis as a function of time b.Spectral and kinetic analysis tools for both absorbance and fluorescence data, including 2D data c.Integrated Parallel Factor Analysis (PARAFAC) analysis d.Methods and batch protocols for automating multiple sample measurement 9)Notebook, laptop, tablet, or other computer to enable portability of the system 10)Sealed, scratchproof water standard for spectral correction to fit standard cuvette holder. 11)Flow through cell to fit a standard cuvette holder This procurement will be accomplished under FAR Part 12 Commercial Procedures. It is our intent to award a single fixed price purchase order. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
