- Questions and Answers - Thirteenth Round. Answers are in response to Tactical Power Supplies PP-6224D/U and PP-2953E/U Market Survey 5281-1 posted on 25 May 2012. Question #1 - quote mark XXXXXX respectfully request all applicable documents related to the Procurement of the Tactical Power Supply (W15P7T12RA307). Additionally, there appears to be some confusion if in fact this procurement is or is not a Small Business Set Aside. We have reviewed Government answers to this question previously; however based off of Government answers, we cannot definitively determine if this is a Small Business Set Aside once released. Can the Government please advise? Thank you. quote mark Answer #1- The Government is releasing the drawings to all inquires; however, please note the release of drawings by the Government does not qualify your business as a small business under the NAICS code selected for this procurement. As previously answered in Q&A 6th Round posted on FedBizOpps August 16, 2012, quote mark Only you can make that determination if your company meets the small business size standards for NAICS 335999. If your company does not meet the small business size standards requirement for Tactical Power Supplies, and you would like to participate in this requirement, in accordance with FAR 52.219-14 Limitations on Subcontracting, one option would be is to team as a subcontractor with a small business, with the small business working as the prime contractor. quote mark It is important to note that, should you make the determination that your company qualifies for the NAICS code size standard, you will be required to certify to this effect in the representations and certifications that are part of the solicitation documentation to be submitted. Furthermore, as previously answered in Q&A 10th round posted on FedBizOpps December 3, 2012, question #4, Tactical Power Supplies remains a 100% small business set aside. This will be Full and Open competition after exclusion of sources, which means all responsible sources which meet certain criteria, such as business size, are permitted to compete. Also, please see the amended synopsis, posted on November 16, 2012 to the FedBizOpps website. This synopsis cites the small business set aside annotation.
