Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. Quotes are being requested and solicitation number M00681-13-T-0014 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65 and the Defense Federal Acquisition Supplement, current to DCN 20121231. The North American Classification System Code is 811212 and the small business size standard is $25,500,000. Marine Corps Base, Camp Pendleton, California, has a requirement for the following: The Combat Camera Reproduction Branch at Marine Corps Recruit Depot San Diego/Western Recruiting Region has the mission of providing printing and reproduction capabilities for the recruiting and training of all Marine Corps Recruits, Drill Instructors and Recruiters to include but not limited to the Support and Training Commands aboard the Depot. As of 30 September 2012, the current mass producing copier (VP 2110 serial number 0211000962) the government owns outright. The manufacturer has advertised that this mass producing copier has a much longer life cycle management time period and is still well below the print threshold it is designed for. There is another 4 to 6 years left on the longevity of this device and a new maintenance copier contract is required to support it in order to maintain functionality, production, and life cycle management. The contract should include all maintenance requirement and supplies of toner (not to include paper). The machine is currently 5 years old and has produced 10 million copies. Based on historical trends and future requirements it is forecasted that the machine will produce approximately 880,000 copies per month. The contractor shall provide maintenance with supplies included for the Combat Camera Reproduction department for one base year. Contractor will respond to SERVICE CALLS during normal working hours Monday through Friday, excluding holidays observed by the federal government, within four working hours after notification of malfunction of equipment. This is identified as critical equipment. The contractor shall provide full maintenance/service coverage and toner supplies (excluding paper). This will be a firm-fixed-price contract. All supplies/consumable, excluding paper, but including toner, for the equipment must be provided during the term of the contract and any extensions thereof. The contractor must be certified by the manufacturer for the maintenance/service of the equipment bid. The contractor must provide a copy of their manufacture certification. The following factors shall be used to evaluate quotes: 1. Adherence to specifications 2. Price 3. Delivery. Quoters responding to this announcement must provide the information contained in 52.212-3, Offeror Representations and Certifications Commercial Items with their quote. The quoter should also provide its Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the System for Award Management (SAM) to submit quotes and be eligible for award (NO EXCEPTIONS). For information on registering with the SAM, visit https://www.sam.gov/portal/public/SAM/. Quoters are required to be registered in Wide-Area Work Flow. Quoters can self-register for Wide-Area Work Flow (WAWF) at https://wawf.eb.mil. If a change occurs in this requirement, only those quoters that respond to this announcement within the required time frame will be provided any changes/amendments and considered for award.
