Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911W6-13-T-0021 and is issued as a Request for Quote (RFQ). Under this number, the Army Contracting Command (ACC) / Aviation Applied Technology Directorate (AATD) intends to award a firm-fixed-price contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65. The applicable North American Industry Classification Standard (NAICS) code is 334519. The small business size standard is 500. AATD intends to purchase, on a sole-source basis under the authority of FAR clause 13.106-1(b), one MTS Model 370 Load Frame, which shall include one (1) 370.10 Servohydraulic Load Frame, one (1) Cylinder-centric Actuator, one (1) MTS Model 661.20F-02 Load Cell (Non-TEDS for use with TestStar lls Controller), one (1) Crosshead Positioning and Locks (Hydraulically Operated), one (1) 30 gpm Close-coupled Hydraulic Service Manifold, additional Load Frame options, one-day Installation and Commissioning On-site Service, and shipping charges, that will be used for recurring fatigue tests. The technical specifications shall be as follows: rated force capability: +/- 11 kip; double amplitude displacement: 10 inches (single amplitude: +/- 5 inches); base mounted actuator; hydraulically locking crosshead; double acting (hydraulic pressure on both sides of the equal area piston); and includes full stroke coaxially mounted LVDT displacement transducer, 25 gpm servovalve (2 each), 30 gpm close-coupled Hydraulic Service Manifold, 100ft controller cable set, and one (1) item unique identification (IUID) label installed at the contractor's facility. The intended source for this unit is MTS Systems Corporation located at 14000 Technology Drive, Eden Prairie, MN 55344. Delivery of these units is expected to be ninety (90) days After Receipt of Order. Delivery, Inspection, Acceptance and F.O.B Point are Destination. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition without addenda. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications--Commercial Items Alternate I, with their offer.
