Description
NASA/GSFC has a requirement for demonstrating optical communications relay services between geosynchronous orbit and Earth over an extended period, and gaining knowledge and an experience that will enable NASA to design, procure, and operate cost-effective future optical communications systems and relay networks. To support this effort, the Government requires an Optical Assembly for the Laser Communications Relay Demonstration (LCRD) for NASAs Office of the Chief Technologist and NASAs Space Communications and Navigation Office. LCRD intends to leverage optical communications technology previously developed for NASA and the Department of Defense (DoD) by the Massachusetts Institute of Technology (MIT) Lincoln Laboratory (MIT/LL). NASA/GSFC intends to purchase the items from ITT Exelis located in Rochester, New York. ITT Exelis (Large Business) is the only responsible source with the expertise (gained from MIT/LL) to assemble, align, test, and deliver one Optical Assembly by late 2014 and another Optical Assembly by mid 2015. ITT Exelis is already uniquely qualified to supply this product to LCRD because of the knowledge gained from MIT/LL in developing its own set of alignment, assembly, and test procedures and from learning about the technical challenges of this specific design. Since the Statement of Work (SOW) contains International Traffic in Arms Regulations (ITAR) information, the SOW details cannot be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. In order to obtain a copy of the SOW, send a copy of your Joint Certification Program (JCP) Defense Logistics Agency (DLA) certification number issued by DLA to Ashley.N.McQueen@nasa.gov. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 20, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
