Description
This pre-solicitation notice is posted to publicize the Government's intent to issue Multiple Award Task Order Contract (MATOC) to Small Business who exhibits the required technical capabilities, management capabilities, and past performance in providing Medical Facilities Support Services (MFSS). The objective of these MATOC's is to provide medical facility support for the DOD medical community and other Federal agencies in the areas of medical facility operations, sustainment, renewal, and project coordination. This is a non-personal services requirement to provide medical-related project support services including, but not limited to, general project support services, facility operations & maintenance services, facility support services, project development services, commissioning support, occupancy support services, and facilities system support in support of DOD customers, as well as other designated Federal agencies within the contiguous United States (CONUS), Hawaii, and Alaska in support of US government medical-related activities. These services will be used to support various DOD Sustainment, Restoration and Modernization program requirements. MATOC'S will be established with companies who meet all the technical and management capabilities and demonstrate successful past performance in: 1) General Project Support Services - including, Project Management Assistance, Quality Verification and Analysis Services, Technical Coordination Support, Coordination of Owner-Supplied Data, and Project Development Scheduling Support. 2) Facility Operations and Maintenance - including Real Property Inventory Equipment, MEP System Inspection and Functional Evaluation, and Operational Systems Functional Review. 3) Facility Support Services - including Space Schematics/Flow Concepts, Space Equipment Configuration, Functional Operations, Contingency Operations, and Transition Operations. 4) Project Development Services - including Project Documentation Preparation Support, Joint Commission SOC Plan for Improvement Development and Update, and Project/Program Preliminary Scheduling and Phasing Support. 5) Commissioning - including Initial Commissioning; and Continuous Commissioning. 6) Occupancy Support Services - including Occupancy Coordination, Maintenance and Operational Programming Support, Start-up Assistance, Record Drawings Modification and Update, Warranty Review, and Post-Occupancy Evaluation Support. 7) Facilities System Support for computer and/or facilities management systems and databases - including SEPS (Standard Electronic Processing System), DMLSS (Defense Medical Logistics Standard Support), MAXIMO Asset Management Software, and GFEBS (General Fund Enterprise Business System). Past performance will be assessed by the Government for demonstrated medical facilities support services, and the offeror's will be required to submit relevant and recent examples. Potential MATOC holders must also be determined Responsible as prescribed in Federal Acquisition Regulation (FAR) 9.1. It is estimated the program requirements for this action over a five (5) year period will total $220M. All Task Orders will be solicited on a Firm Fixed Price basis. All proposals received will be evaluated in accordance with established criteria unique to each Task Order requirement. The Government reserves the right to reject any and all offers. Offeror's are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. This MATOC solicitation will be issued in electronic format only and will be available on or about 28 March 2013. Note: Response Date referenced under General Information does not refer to the proposal due date. The estimated MATOC Proposal due date is on or about 29 April 2013 and will be stated in the solicitation (W912DY-12-R-0039).
