Description
THIS ANNOUNCMENT IS A REQUEST FOR INFORMATION ONLY AND IS NOT A REQUEST FOR PROPOSALS. The purpose of this sources sought notice is to conduct a market research for qualified small businesses to submit capability statements that clearly demonstrates their capability, experience and qualifications relative to the draft statement of work. This is NOT a solicitation announcement. In accordance with FAR 52.219-14 ?Limitations on Subcontracting?, address the firm?s capability to meet the 50% contract performance requirement. To be considered a small business, this procurement will utilize NAICS Code 541990 with a size standard of $14.9 million average annual receipts for the past 3 years. The information submitted will be evaluated and used to determine whether or not this procurement will be set aside for small businesses. Otherwise, this procurement will be subject to full and open competition. The US Environmental Protection Agency (EPA) intends to award a contract to provide services to support the research program of the Environmental Public Health Division (EPHD). The services shall include the recruitment, screening, testing, scheduling, payment, and other incidental support activities for paid volunteer subjects participating in human experimental studies. Occasional follow up with volunteers who previously participated in EPHD studies is also included. Although most studies involve all of these services, occasionally studies may require only limited Contractor support. The EPHD research programs are conducted in the EPA?s Human Studies Facility (HSF) located on the campus of the University of North Carolina at Chapel Hill (UNC-CH), Chapel Hill, North Carolina, as well as off-site. Research is conducted by staff from the EPA, UNC-CH, guest and visiting researchers, and other organizations granted privileges to conduct research studies by the EPHD. For example, EPHD human research projects typically involve: 1) measurement of human health effects endpoints associated with controlled exposures to environmental pollutants such as ozone, carbon monoxide, volatile organic compounds, sulfur dioxide, particulate matter, nitrogen oxides, and diesel exhaust, an noise, either alone or in combinations, and occasionally in combination with drugs or other substances; 2) measurement of human health effects endpoints associated with environmental exposures in the atmosphere; 3) in vitro exposures of cells or fluids to known or suspected toxicant agents; 4) physiological and neurobehavioral assessment of populations potentially exposed to toxicant agents; and/or 5) pharmacokinetics and dosimetry studies that characterize the fate and clearance of environmental agents. To help determine if this poten tial requirement may be set-aside for small business concerns, the government is seeking input from the small business community regarding their interest and capability in performing the tasks in the draft Statement of Work (SOW). The Government requests demonstration of capability by interested parties through submittal of capability statements. Please submit all Capability Statements by 4:00 P.M.
