Responses to this RFI are not deemed offers and will not be construed to form a binding contract with the Government, and therefore, no contract will be awarded from this RFI. Information submitted in response to this RFI will be used solely for acquisition planning for procurement and advisory purposes. Costs incurred to furnish emerging technology information to the Government will be solely at the expense of the respondent. SCOPE : GSA's Motor Vehicle Operations Center, Fleet Management Division, is leading the way in sustainability by complying with the Government's Executive Orders 13514 and 13423. The executive orders direct Federal agencies to lead the way in promoting an energy sustainable environment by setting Greenhouse Gas emissions reduction targets, increase energy efficiency, and reduce fleet petroleum consumption 30% by 2020 etc. Procuring energy efficient vehicles that emit low or virtually no Greenhouse Gas (GHg) emission will assist the Government in achieving these federally mandated requirements on behalf of its federal agencies and eligible customers. Emerging Technology vehicles shall include, but may not be limited, to the following: 1. Dedicated Electric Power 2. Battery-Electric Power 3. Turbine/Electric Hybrid 4. Hydrogen Fueled 5. Fuel Cell Powered Gaseous vehicles (e.g. CNG, LPG etc.) are not deemed Emerging Technology vehicles and will not be considered for purposes of this RFI. GSA is conducting market research for informational purposes to identify sources and the types of emerging technology that will help fulfill the government's goal of reducing GHg. The Environmental Protection Agency (EPA) has defined Emerging Technology as an emissions control technology that is close to being or is already commercially available. GSA seeks information on commercially available vehicles, meaning vehicles currently sold in the market place, not experimental or pilot vehicles. Commercially available vehicles shall comply with the Federal Standards requirements of 794, 807 and 833 and include the following types: 1. Medium Duty Trucks between 21,000 and 35,000 Lbs GVWR in accordance with Federal Standard 794 including •· Chassis Cabs •· Truck Tractors •· Dump Trucks •· Stake Bed Trucks •· Van Trucks •· Refrigerated Van Trucks 2. Heavy Duty Trucks between 43,000 and 66,000 Lbs GVWR in accordance with Federal Standard 807 including •· Chassis Cabs •· Truck Tractors •· Dump Trucks •· Stake Bed Trucks 3. Passenger Buses in accordance with Federal Standard 833 including •· Light Duty Shuttle Buses •· Medium Duty Shuttle Buses •· Front and Rear Engine School Buses •· Front and Rear Engine Adult Work Buses •· Intercity Coaches The vehicles produced shall be U.S. manufactured and comply with Federal Acquisition Regulation (FAR) 52-225-1 Buy American Act-Supplies (Feb 2009) or comply with FAR 52-225-5 Trade Agreements (Nov 2012). Market research is being sought for planning purposes and to determine what sources are available to properly procure these types of medium and heavy duty emerging technology vehicles. GSA has specific interest and requires complete responses to the following questions: 1. Identify on an excel spreadsheet the make, model, size and relevant types of emerging technology vehicles your company is able to provide GSA? Be sure to indicate the industry standard for each fuel type and whether the component is certified energy-efficient and if yes, by whom. Note: Technologies such as alternative fuel conversions that require certification cannot qualify as an emerging technology. 2. Please list and provide a brief description and relevant features of energy-efficient fuel types (e.g. dedicated electric power vehicle, battery-electric power vehicle, turbine/electric hybrid vehicle, hydrogen fueled vehicle, and fuel cell powered vehicle) your company has supplied to the Government and/or private sector over the past three years. Brochures, Drawings, Literature and Schematics are acceptable. 3. Provide an estimate of the cost to supply each fuel type, vehicle, not inclusive of optional equipment. This information can be provided using an excel worksheet. 4. What are the environmental capabilities including recent experiences of your company to provide emerging technology vehicles to the Government? 5. Identify whether your company is a manufacturer, reseller or dealer. If not a manufacturer, please discuss existing arrangements on how and from whom you will obtain the requested products. 6. Please discuss your recent and past corporate and management experience with providing emerging technology vehicles to the Government. 7. Identify any delivery, quality assurance, and performance issues associated with the units sold. Additionally, please discuss what measures your company employed and the length of time to resolve each issue. 8. Identify whether there is a production capacity or limitation on the number units that can be built and supplied to the Government. 9. What is your financial standing in being able to procure emerging technology vehicles to the Government? State your business size and type? 10. Discuss what types of discounts are available to the Government. 11. Discuss your company's methodology for maintaining an effective accounting and quality assurance plan? 12. Demonstrate what components of your vehicle are certified sustainability (green) and indicate the date and the name of the organization that certified the equipment/component. 13. Provide any relevant commercial approaches that would support the Government's efforts in meeting Government Executive Order 13514 or 13423 the Government shall consider before issuing a potential solicitation. Note: GSA will not publicly disclose proprietary information received in response to this RFI. Information identified and labeled as Proprietary or Confidential will be kept confidential.
