Description
The Department anticipates awarding a hybrid contract with a period of performance of 60 months (one 24-month base period and three one-year options) through a total small business set-aside with a qualified entity. The tasks described in the PWS shall be proposed via a partnership of contractors working together to submit a unified proposal that will be considered one submission. Large businesses are welcome to attend this presolicitation conference for the purposes of networking and partnering with a small business. The U.S. Department of Education (the Department), Institute of Education Sciences (IES), with the Office of the Chief Financial Officer (OCFO) is hosting a Pre-solicitation Conference that is open to responsible sources for the competition indicated below for work on the Education Resources Information Center. The purpose of this conference is to provide potential offerors with background information to better understand the Department's requirement. The attached draft Performance Work Statement (PWS) is provided to interested parties for questions and comments. A description of the project for the competition is provided below. Education Resources Information Center (ERIC) The purpose of this requirement is contract with a vendor to operate and make continuous improvements to the usefulness and usability of the Electronic Resources Information Center (ERIC). ERIC is an online bibliographic and full-text digital library of education research, including journal articles and non-journal materials (e.g., technical report, conference paper). ERIC is the world's largest and most frequently used digital library of education resources. It is comprised of more than 1.4 million bibliographic records and more than 400,000 full-text materials indexed from 1966 to the present. Each of ERIC's 1.4 million bibliographic records contains an abstract of a journal article or non-journal document, along with indexed information such as the author, title, and publication date. The necessity and significance of ERIC to the field of education research is longstanding and widespread, as evidenced by over 250 million ERIC searches in 2012 and 6.5 million downloads of full-text documents in the same year. This requirement is comprised of three major activities: (1) maintaining the ERIC system, (2) re-organization and a redesign of the content of the IES (ies.ed.gov) website and the website for the National Center for Education Statistics or NCES (nces.ed.gov), and (3) the design and implementation of an education practitioners' website on ERIC. The first major activity, maintaining the ERIC system, requires the contractor to index recently released documents, create abstracts, obtain agreements from journals to index their publications in ERIC, and to share ERIC data with vendors. The second major activity will involve redesigning the IES and NCES websites to streamline them with ERIC and the vocabulary of the ERIC. The third major activity or the design and implementation of the education practitioners' website will introduce education practitioners who are unfamiliar with IES to IES and its mission. Expected Outcomes The priorities for the ERIC contract are intended to yield several important benefits for the program and the users. These include: • Reorganizing and redesigning the IES and NCES websites; • Developing a content specific, user-friendly practitioner's section of the website; • Improving the current ERIC database to improve search functions; and • Redefining the selection policy and cataloging relevant materials. The Pre-solicitation Conference will be held as follows: Date: Wednesday, February 20, 2013 Time: 1:00 p.m. to 3:30 p.m. Eastern Standard Time Location: U.S. Department of Education 80 F Street NW IES Board Room 1st Floor Washington, DC 20001 **Registration is required for the event** Attendees must go through the AFGE entrance on F-street to access the boardroom. Questions and comments must be provided in writing in an email before the presolicitation conference. Please include the title of the procurement and the tracking number with your question or comment in the subject line of the email. Please submit a capability statement. All questions, comments, and capability statements should be sent by February 15, 2013 to Jennifer Arthur, Contracts Specialist, Jennifer.Arthur@ed.gov no later than 12:30 PM Eastern Standard Time. There will be a time for questions and answers at the conference, for all questions submitted in writing by the aforementioned deadline. Questions asked in writing by February 15, 2013 will be answered at the conference; questions asked at the conference will be answered in an addendum to the applicable solicitation. Each contractor is required to email a list of attendees from their company by February 15, 2013 to Jennifer Arthur, Contracts Specialist, Jennifer.Arthur@ed.gov. This list will be used for Pre-Solicitation Conference attendees to gain entry at the security desk of the building. Contractors should bring state or federal issued identification. This announcement is not a Request for Proposals (RFP). It is anticipated that the RFP will be available on or about March 20, 2013 through the website at http://FedBizOpps.gov.
