- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), Women Owned, or Service Disabled Veteran Owned Business contractors for the following proposed contract: The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract in accordance with Federal Acquisition Regulation part 14 for approximately 1,220,000 cubic yards of sand to be pumped from an offshore borrow area for replacement of the existing beaches and dune systems on to the Bethany and South Bethany Beaches, Rehoboth and Dewey Beaches, Indian River Inlet and Fenwick Island. Project Description is as follows: Bethany Beach/South Bethany - Approximately 310,000 CY of sand will be pumped from an offshore borrow area for replacement of the existing beach and dune system. The source of sand is the Fenwick Island Borrow Source located 3 miles off of Fenwick Island. There will be Options for additional sand. Fenwick Island - approximately 260,000 CY of sand will be pumped from an offshore borrow area for replacement of the existing beach and dune system. The source of sand is the Fenwick Island Borrow Source located 3 miles off of Fenwick Island. There will be options for additional sand. Delaware Coast Protection - approximately 380,000 CY of sand will be pumped from an offshore borrow area for replacement of the existing beach and dune system. The source of sand is the shoal within the Indian River Inlet. There will be Options for additional sand. Rehoboth/Dewey Beach - approximately 70,000 CY of sand will be pumped from an offshore borrow area for replacement of the existing beach and dune system. The source of sand is the Fenwick Island Borrow Source located 3 miles off of Fenwick Island. There will be Options for additional sand. Contract duration is two hundred forty (240) calendar days (60 days for each project area) and estimated cost range is between $25,000,000 and $100,000,000. Performance and Payment bonds will be required for 100% of contract award. NAICS for this project is 237990 and the size standard is $20 million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), Woman Owned, or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in similar type contracts. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than FIVE (5) pages.
