DRAFT Solicitation with DRAFT Attachments - IWPS-2 (M67854-13-R-1015) PRESOLICITATION NOTICE 46 - Water Purification & Sewage Treatment Equipment (Federal Supply Group) 333318 - Other Commercial and Service Industry Machinery Manufacturing M67854-13-R-1015 This Presolicitation Notice is being posted in advance of Solicitation No. M67854-13-R-1015 for Individual Water Purification System - 2 devices. The forthcoming solicitation will be issued as a full and open, unrestricted, procurement. Although NO PROPOSALS are being requested at this time, a formal finalized solicitation in support of this procurement effort is expected to be released between mid February and early March of 2013. To this end, a DRAFT solicitation is accompanying this presolicitation notice to better prepare industry. The DRAFT solicitation is incorporated in one pdf attachment and includes all current attachments in their respective DRAFT form. Interested offerors are advised that the solicitation and corresponding attachments as included in this announcement are in DRAFT form and are subject to change. The final versions will be released with the formal, forthcoming, finalized solicitation. The Marine Corps System Command (MARCORSYSCOM), Product Manager for Infantry Combat Equipment (PdM ICE), has a requirement for commercially available Individual Water Purification System - 2 (IWPS-2) devices. In support of market research efforts, an industry day was held on the subject procurement in Quantico, Virginia on 26 September 2012 (see Federal Business Opportunities website https://www.fbo.gov - reference number M67854-12-I-1068). Performance specifications and details as to IWPS-2 capability requirements are contained in the DRAFT solicitation (refer to DRAFT solicitation Section C, Statement of Work, pages 5 through 10; and Attachment 1, Performance Specification). Again, please note that the attached is a DRAFT solicitation and IS SUBJECT TO CHANGE before formal solicitation release. The estimated maximum quantity is for 173,468 IWPS-2 Systems. The NAICS code is 333318, Other Commercial and Service Industry Machinery Manufacturing, with a size standard of 1,000 employees. The Government anticipates awarding a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to one (1) offeror that is capable of producing and delivering an estimated quantity of 158,014 IWPS-2 systems over an 11 month period (refer to DRAFT solicitation for more details). The anticipated ID/IQ contract will cover five (5) one-year ordering periods. DRAFT evaluation factors are present in the DRAFT solicitation. Offerors are encouraged to review these DRAFT factors under Section M of the DRAFT solicitation, specifically the section labeled "Mandatory Requirement" (DRAFT solicitation pages 49 through 55). This "Mandatory Requirement" indicates the necessity for offerors to include a United States Army Public Health Command Letter of Compliance with NSF P248 standards for their offered IWPS-2 product as part of proposal submission. At the present time, without this Letter of Compliance, an offeror's proposal will be considered unable to be evaluated and, as such, will be disqualified from the IWPS-2 procurement competition. As a reminder, formal and finalized evaluation factors will be issued with the forthcoming finalized solicitation. In addition, potential offerors are advised that evaluation will require offerors to submit a minimum of 50 IWPS-2 product demonstration models (for details, refer to Section L of the DRAFT solicitation, pages 39 through 49). Solicitation Number M67854-13-R-1015 is anticipated to be issued within the next fifteen (15) to thirty (30) days and will be posted on the internet at the Federal Business Opportunities website located at the following address: https://www.fbo.gov. The forthcoming online version of the finalized solicitation will include all documents of the solicitation package. No hard copies of this finalized solicitation will be issued. Amendments, if any, will be posted at the same location as the forthcoming, finalized solicitation. The complete finalized solicitation package, including amendments, should be received and reviewed prior to submitting a proposal. For planning purposes, offerors can assume an anticipated due date for proposals of 1 April 2013 or thirty (30) days after formal, finalized solicitation issuance. Proposals shall be submitted in both hard copy and electronic form. Those responding to the solicitation have the responsibility to obtain all amendments and/or other applicable documents. Offerors may submit questions in response to the attached DRAFT solicitation. Offerors shall submit ALL questions in writing to erik.halverson@usmc.mil. With regards to questions submitted in response to the DRAFT solicitation, it is at the Government's discretion to provide answers, as the DRAFT solicitation is not necessarily the final product, and certain answers to specific questions asked regarding the DRAFT solicitation may be obsolete at the time of finalized solicitation issuance. However, if the Government chooses to answer specific questions regarding the DRAFT solicitation, it will do so publically, posting questions and corresponding answers. Once the finalized solicitation is posted, questions and answers to the finalized solicitation will be posted publically, in accordance with timelines set forth in the forthcoming finalized solicitation document. No phone calls will be accepted. In order to be eligible for award, interested parties much be registered into the System for Award Management (SAM), http://www.sam.gov.
