Description
ROM Submission Instructions Access to Hill AFB Industry Days Schedule Registration Form Industry Days Notice Support for the Combat and Mission Support Branch (AFLCMC/HBZC) The Combat and Mission Support Branch, AFLCMC/HBZC, Hill AFB, Utah is holding Industry Days on 25-26 February 2013 for vendors interested in the design, development, and production of the Advanced Radar Threat System Variant 1(ARTS-V1), previously known as Joint Threat Emitter Increment 2 (JI2). The purpose of the Industry Days is to provide interested vendors performance data, specifications, and other related information pertaining to the ARTS-V1 and to obtain feedback from participating vendors in the form of a Rough Order of Magnitude (ROM). ARTS-V1 is a Surface-to-Air Missile (SAM) threat system simulator based on a foreign fielded, long range, "double digit", SAM threat system. The ARTS-V1 is designed to be used for aircrew training and tactics development to increase combat effectiveness and aircrew survivability by training aircrews to engage or defend against an advanced SAM threat before encountering it in actual combat. Various aircraft platforms may be trained against the ARTS-V1, but the most stringent requirements placed on the ARTS-V1 system design come from fifth generation aircraft capabilities. ARTS-V1 is a robust, ruggedized, mobile system. It will provide threat accurate radar tracking and reactivity, to include tracking and engaging multiple aircraft simultaneously with representative receiver/processor and electronic counter-counter-measure capabilities. The draft ARTS-V1 System Performance Specification (SPS) outlines the parameters and requirements the ARTS-V1 must meet. In addition, the system radar signature will meet threat representative parametric data of the actual threat as defined in the Integrated Technical Evaluation & Analysis of Multiple Sources (ITEAMS) reports associated with the threat and the Electronic Warfare Integrated Reprogramming (EWIR) database. The system will provide threat representative full effective radiated power (ERP), replicate threat signals, antenna patterns, and threat tactics capabilities. ARTS-V1 will also connect to the range Integrated Air Defense System (IADS)-controlled threat environment and will communicate with range network systems. Vendors may request a copy of the draft ARTS-V1 SPS and/or the ITEAMS report number for the system of interest prior to the Industry Days by contacting the Buyer listed in the following paragraph. The Industry Days will be broken up into a general session with all vendors attending and break-out sessions with each vendor individually, as described in the attached Industry Days Schedule (Attachment 1). The general session will provide an overview of the program and allow vendors to ask questions. Break-out sessions will allow vendors a two-hour block to view classified requirements included in the appendix to the ARTS-V1 SPS, the ITEAMS reports associated with the threat, and identification of the actual threat system, and ask questions as needed. Vendors wishing to attend the Industry Days must RSVP via email NO LATER THAN 18 February 2013 to the Buyer, Michael Anderson, michael.anderson.3@hill.af.mil. Vendors will only be allowed a maximum of four attendees and must complete the registration form in Attachment 2 and submit it with their RSVP notice. All personnel planning to review the classified information must have a SECRET clearance and follow the instructions in Attachment 3 entitled "Access to Hill AFB." The Government requests participating vendors submit feedback in the form of a ROM on or before 12 March 2013. The ROM should address development and testing, production, and a multi-threat emulator design option for the ARTS-V1. Specific instructions for preparing and submitting ROMs are attached to this notice (Attachment 4). This notice does not commit the Government to award a contract now or in the future. Participation is voluntary and participants will not be compensated. No entitlement to payment of direct or indirect cost or charges by the Government will arise as a result of contractor participation or submission of responses to this notice.
