Description
Business Size Standard: The North American Industrial Classification System (NAICS) code is 334290, Size standard 750 employees. Estimated Dollar Value: $4 million. Type Contract: Firm Fixed Price. Requirement: The new LMRS shall provide digital narrowband trunked communications coverage for Detroit Arsenal First Responders and base support personnel. The new LMRS shall provide interoperability with local mutual aid providers throughout Detroit Arsenal. The Detroit Arsenal LMRS shall have a comprehensive centralized management capability and shall allow for site diagnostics, status condition, and environment monitoring capabilities of all proposed equipment at Detroit Arsenal. This system will operate on the 380.0 - 399.9 MHz UHF frequency range. The contractor shall propose a UHF solution that supports voice and data. Detroit Arsenal requires a quote mark turnkey quote mark solution to include the Engineer, Furnish, Install, and Test (EFI&T) of equipment, site preparation, security implementation, training, and life cycle support of the fielded system. The system shall be software based and readily accept software enhancements for technology updates. The quote mark turnkey quote mark solution shall provide for and support a secure, National Telecommunications Information Administration (NTIA) Narrowband and Association of Public-Safety Communications Officials (APCO) Project 25 (P25) Phase I compliant Trunked Land Mobile Radio system. Current installation LMR system is antiquated and thus has not been in use for many years and does not adhere to P25 and/or NTIA Narrowband standards. The First Responder Units currently operate on the 800 MHz Michigan Public Safety Communication System (MPSCS). The LMR system shall be designed with a level of reliability and redundancy to mitigate major failures and requires the EFI&T of equipment including dispatch consoles, system management terminals, voice logging recorder, playback station, key management facility server and client, subscriber unit equipment (portable, mobile, and desktop units) and accessories, and LMR System Master Site and Radio Frequency (RF) Site infrastructure and equipment. The solution shall address all connectivity requirements and provide spare equipment for all critical system components. The quote mark turnkey quote mark solution shall entail the following ancillary services: program management, systems engineering, configuration management, site preparation, security implementation, mutual aid interoperability, training, testing, subscriber programming, system cutover, in-building coverage analysis, life cycle support of the fielded system to include warranty and maintenance, documentation such as a frequency analysis plan, engineering package, and system manual, and the provision of a technical assistant to assist in the management, maintenance, and training of the LMR system post-implementation. A draft copy of the Detroit Arsenal Customer Requirements Statement (CRS) is provided under a separate attachment. This document provides specific, detailed requirements to fulfill this effort. Historically, LMRS infrastructure and equipment to include hardware and software components (manufactured commercial off-the-shelf items) constitute 60-70 percent of a LMRS cost with the balance of the cost for ancillary services. Respondents to this notice shall provide a capability statement limited to ten (10) pages in a Microsoft Word document. The capability statement shall be inclusive of responding to the following questions. 1. Please provide your business size for North American Industrial Classification System (NAICS) code is 334290, socioeconomic status as a small business, or other than small. 2. Provide P25 Trunked Land Mobile Radio infrastructure and equipment to include hardware and software component product information inclusive of specifications and other information to be supplied. (No brochures) 3. Provide authorized reseller agreement information inclusive of identifying manufacture and all components covered by the reseller agreement. For example, will a manufacture provide all LMRS infrastructure and equipment to include hardware and software components beyond subscriber units? 4. What is your firm's intent on this requirement? a. Providing a proposal as a Prime____ b. Subcontracting____ 5. Follow-up to 4 above. What is the interest in teaming arrangements? Please indicate whether the intent is to propose under a teaming arrangement, and identify the teaming partner, its role, and size status under this NAICS. 6. If a contract were issued to only an integrator, based on FAR Part 12, Firm-Fixed Price (FFP): a. What is your corporate strategy for forming teaming arrangements/business agreements with manufacturer(s)? b. What type of teaming arrangements/business agreements would you consider pursuing? c. Would you consider teaming with more than one manufacturer? d.Would you compete directly (bid against) with your teaming partner(s)? e. Do you have the capability to compete directly with your teaming partner(s)? 7. If a contract were issued to a single manufacture: a. What is your corporate strategy for forming teaming arrangements/business agreements with integrators? b. What type of teaming arrangements/business agreements would you consider? c. Would you consider teaming with more than one integrator? d. Are there corporate policies which would prevent you from teaming with multiple integrators? 8.
