- TITLE: NNA06CD65CG4S Government Solutions, Inc.(formerly Wackenhut Services Inc.) NASA/ARC has a requirement to extend the period of performance of Contract NNA06CD65C with G4S Government Solutions, Inc.(formerly Wackenhut Services Inc.), on a sole-source basis, pursuant to 10.U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The performance period will be extended for a maximum of ten (10) months (April 1, 2013-January 31, 2014) and will consist of a four-month base period (inclusive of a sixty day phase-in/phase-out period) and six one-month option periods. A contract modification reflecting this extension and resultant increase in the estimated Cost Plus- Award Fee (CPAF) of the contract will be issued on or before March 31, 2013, the expiration date of the current fire prevention services contract. Contract NNA06CD65C, was awarded as a result of full and open competition on June 28, 2006 with an effective contract date of July 1, 2006. The contract provides fire prevention services to the NASA Ames Research Center (ARC) facilities, the Ames Research Center Campus, Ames Research Center East Side, NASA Research Park (NRP) the University Affiliated Research Center (UARC), Moffett Federal Airfield and Moffett Community Housing (Orion Park Community). These services, consisting of the emergency response, technical, and support services provided by a fire department or fire service provider include, but are not limited to, the following: control and extinguishment of hostile fire involving buildings, structures, vehicles, transportation equipment, vegetation, refuse, and miscellaneous properties; aircraft rescue fire-fighting; technical rescue; emergency medical services; hazardous material response, fire prevention and code enforcement; fire investigation; fire-rescue automatic and mutual aid; resource management; emergency apparatus/vehicle maintenance and repair; training and education; fire/life safety public education/awareness and community relations; contract management and administrative services; management of records; and emergency management/disaster preparedness. This extension is necessary to maintain the critical fire protection services until the current procurement process for the follow-on contract has been completed and a new contract awarded. Because G4S Government Solutions, Inc. provides unique expertise in meeting the fire protection requirements of the Center, no alternate source could adequately provide for the maintenance of the Centers fire prevention program during this brief extension period. Award to another source during the procurement phase of the follow-on contract would result not only in substantial duplication of cost to the Government that is not expected to be recovered through competition, but also unacceptable delays in fulfilling the agencys requirement. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 21, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All questions MUST be in writing and should be directed to Ms. Drake not later than 4:30 p.m. local time on February 21, 2013. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
