- FY13 Design Build MQ-9 Maintenance Hangar, Holloman Air Force Base, Otero County, New Mexico. The proposed procurement is a Small Business Set-Aside Best Value Lowest Price Technically Acceptable (LPTA) Request for Proposal (RFP), and thus open to small businesses only. NAICS is 236220/SIC 1541, with a size standard of $33,500,000. The magnitude of construction for this project will be between $10,000,000 and $25,000,000. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 25 February 2013 with proposals due on or about 11 April 2013. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT consists of the design and construction a 5,580SM (60,062SF) aircraft maintenance hangar for MQ-9 airframes and 2,717SM (29,245SF) of aircraft apron surrounding the hangar. The facility should be compatible with applicable DoD, Air Force, and base design standards. The contractor will provide high expansion foam fire suppression system and supporting infrastructure, medium load rated aircraft ramp surrounding the structure and all other required utilities and site improvements to support the hangar. The project includes a steel framed structure with concrete footings and medium load aircraft rated concrete hangar floor in the maintenance bays. This project will comply with DoD antiterrorism force protection requirements per newest unified facilities criteria. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the Lowest Price Technically Acceptable to the Government. The proposed procurement will result in a firm-fixed price contract.
