NIAID Multifunction Device (MFD) Request for Information (RFI) Issuing Institute or Center: National Institute of Allergy and Infectious Disease (NIAID), (http://www.niaid.nih.gov) This Request for Information (RFI) is for information and planning purposes only and shall not be construed as either a solicitation or obligation on the part of the National Institute of Allergy and Infectious Disease (NIAID). The purpose of this RFI is to help the NIAID understand market availability, technical characteristics, and functionality of Multifunction Device (MFD) tools or products capable of satisfying the technical, functional, and/or operational characteristics described in this RFI. NIAID welcomes comments from all interested product vendors on each or all of the questions contained in this RFI. NIAID does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or NIAID's use of such information. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the NIH's evaluation of the information received. The information collected in this RFI will be used to refine the government's requirements and create the appropriate acquisition strategy. This RFI is for information purposes only and should not be construed as a commitment or a promise of a contract by the Government. This is not a request for quotations. This is for market research and does not constitute a pre-competition nor form the basis for the competitive pool. You are not being evaluated in any way. This notice does not constitute a Request for Bid, Request for Quote or Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. Description of Objective NIAID seeks information on available Multifunction device (MFD) equipment and industry best-practices that support a consistent approach to implementing and managing MFDs institute-wide. Description of Environment NIAID currently uses a mix of different vendors and equipment to support printing, copying, scanning, and faxing. In 2014, a portion of NIAID will be relocating to a new facility in Rockville, Maryland. Between 2,200 and 2,500 staff will be working in a new, nine-story office building. NIAID staff located in this new building will require access to network printing, copying, network-enabled scanning, and faxing. NIAID's computing environment is diverse and includes Microsoft Windows, Apple OSX, and Linux operating systems. In the event the scope of the current requirement should expand, responses to this RFI should focus on, but need not be limited to, our new facility. Request for Information NIAID is looking for comprehensive information on services and equipment (supplies) associated with Multi-Functional Devices (MFDs), network printers, scanners, and copier machines (hereafter collectively referred to as devices). NIAID is also looking for industry's best approaches to centrally maintaining and supporting these devices. Please limit your response to no more than 10 pages (not including illustrations) in Microsoft Word format. Please provide your responses directly in this RFI template directly after each of the requests for information. Vendors are not required to enter information against all the requirements listed. General 1. Please provide the following: a. Your organization's name b. Your organization's web site c. Contact Name d. Contact Telephone e. Contact E-mail address f. Are the products and services you offer included in the GSA Schedule? Are they available on another Government-wide Acquisition Contracts (GWAC) such as National Information Technology Acquisition and Assessment Center (NITAAC)? 2. Equipment and Services a. Describe approaches to acquiring equipment and compare the benefits and detriments of each. For example, Lease, Lease-to-Own, Purchase, or Hybrid. b. Describe approaches to providing managed services for maintenance, support, and supplies. Include implementation and deployment, licensing, on-site support, and training. c. Describe approaches to on-site service and support that minimize downtime. d. Describe approaches to proactive device lifecycle management. 3. Number and types of devices a. Based on industry best-practices, what number of devices does NIAID need to support 2,200 to 2,500 staff in the new facility? b. Describe options for re-using existing devices. c. Describe programs that will allow NIAID to easily change the number and types of devices to support changing business needs. d. Describe different sizes of devices, including small-footprint models. Compliance 4. Describe solutions that enable PIV card authentication and NIH User Authentication (Active Directory). 5. Describe solutions that are environmentally friendly, use plant-based toner and ink, and are Energy Star compliant. 6. Describe support for automatic overwrite capability of the Hard Disk Drive (data wiping) and Hard Disk Encryption. Reporting 7. Describe how devices can be configured and managed remotely using a standard web browser. 8. Describe support for Embedded Web Servers (EWS) that monitor device status and/or send problem alerts over the network via email. 9. Describe support for status sensing technology to monitor toner and ink supply levels on the device. Printing 10. Describe solutions for "Follow Me" printing whereby users can move their print jobs from one device to another. 11. Describe solutions for "Locked Print" that require users to log on or enter a code to retrieve their print jobs. 12. Describe "Mail-to-Print" capabilities that allow users to email a document to a device for printing. 13. Describe support to print document directly from USB drives or SD cards that are compliant with IT security best-practices. Scanning 14. Describe support for "On Screen" document management, allowing users to correct scans (de-skew, de-speckle, page orientation). 15. Describe support to allow scanning to the OpenText Content Server, Microsoft SharePoint, Network Drives, email, and any other destinations. 16. Describe OCR features that convert documents to searchable text files, e.g., PDF, and formats that can automatically be opened in Word or Excel. 17. Describe support for communicating on an encrypted channel (https). 18. Describe support for High Compression PDFs using the JPEG 2000 image compression standard. 19. Describe support for single pass duplex document feeders. Faxing 20. Describe solutions to send or receive faxes from the MFD or electronically with a PC. Please limit your response to 10 pages (not including illustrations) in Microsoft Word format. Please provide your responses in the same format and directly after each of the above requirements. Vendors are not required to enter information for all of the requirements listed.
