Solicitation Number: W911S8-13-B-0001 Notice Type: Sources Sought Aerial Fire Suppression Services at Joint Base Lewis-McChord-Yakima Training Center, Washington Thank you for taking the time to assist us in gathering this information! Mission and Installation Contracting Command (MICC)-Joint Base Lewis-McChord (JBLM) is currently conducting market research to determine the existence of viable commercial sources capable of providing exclusive use aerial fire suppression services. The contractor shall provide personnel, management, and other items and services not Government-furnished*, necessary to perform exclusive use aerial wildland firefighting services. Aerial fire suppression services shall include exclusive use of qualified crewmembers and at least one rotary wing aircraft capable of lifting and delivering safely a minimum of 800 gallons of water in a single trip utilizing a self-filling delivery system to fight wildland fires within the confines of JBLM-Yakima Training Center (JBLM-YTC), Yakima, Washington, and fires that threaten to enter or pass through JBLM-YTC. In addition, the contractor shall also provide an on-site fuel truck and a dip tank. Contractor certification under Federal Aviation Regulation Parts 133 and 137 for the aircraft and supporting crewmembers is required. The anticipated period of performance includes a base year for the 2014 fire season (15 May 2014 - 30 September 2014) with the possibility of exercising options for up to two periods for the 2015 and 2016 fire seasons. * The Government will furnish: parking for equipment, parking for vehicles, and parking for up to two rotary wing aircraft; a building for the contractor to use as a base of operations to include one restroom (without shower), one kitchen area, one main living area, and one small office; water from dip pond locations on the installation and a fire hose; maps; electronic datasets for aircraft GPS units, upon request; and one trunked radio system portable radio. An important outcome of this research is the possibility of setting aside this acquisition for exclusive competitive participation within a specific Small Business Administration (SBA) program in accordance with (IAW) FAR 19.201(a). Specific SBA programs are historically underutilized business zone small business, small business 8(a), small disadvantaged business, economically-disadvantage women-owned small business, women-owned small business, service-disabled veteran-owned small business, and veteran-owned small business. MICC-JBLM is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience. Interested parties shall complete and submit the below questionnaire to the Government. The Government advises that providing responses to the questions will not automatically include you in the acquisition process for future solicitations.
