- Statement of work This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID NOI 13B1619588, and the solicitation is being issued as Notice of Intent. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC 05-65). This acquisition will be processed under FAR Part 13, Simplified Acquisition Procedures and is not a Small Business set aside. All responsible sources may submit offers that will be considered by this agency. The North American Industry Classification System (NAICS) Code for this acquisition is 811219, which has a size standard of $19.0 in millions of dollars. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIAID), intends to procure on a sole source bases from GE Healthcare Bio-Sciences, a one year preventive maintenance service agreement, for the following lab equipment: BC T100 Processing Unit, s/n 14110065-1457922 (quantity - 1). Statement of work is included as an attachment. GE Healthcare Bio-Sciences is the only known vendor or manufacturer that is authorized and able to provide certified expertise and technicians. Parts and accessories must be original so not to affect the manufacturer warranty. Contractor Requirements: The maintenance service is to include Corrective Repair & System Preventative Maintenance, Corrective Repair (travel, Parts & Labor), P.M. times, spare parts kit, Calibration/Performance verification. Parts and accessories must be original, so not to affect the manufacturer warranty. The Government will award a fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government requirement (ii) Price (iii) Warranty The FOB point shall be destination. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3, Offer Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.225-1, Buy American Act-Supplies; FAR 52.204-7, Central Contractor Registration; and Payment by Electronic Funds Transfer-Other than Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) at www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the System for Award Management (SAM) will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
