Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only Request for Quote (RFQ). Written quotes are being requested. A hardcopy written RFQ will not be issued. The office of National Marine Fisheries Santa Cruz Tiburon Laboratory located in Santa Cruz, CA has a requirement for quantity of 750 each acoustic programmable acoustic tags for tracking salmon in San Francisco, Delta. The transmitters must meet the following specifications: o Transmitter must have capability to be user configurable in the field using a portable laptop PC connected to a vendor supplied tag controller/activator. Re-programming parameters must include: Tag code value (4 digit hexadecimal number) and PRI (Pulse Rate Interval) between 2 and 60 seconds. o The following values must be able to be displayed and verified (but not necessarily changed) in the field using the vendor supplied portable tag controller/activator in stand-alone configuration: (1) Tag code value (4 digit hexadecimal number), (2) CRC value (cyclic redundancy check), (3) PRI Measured (pulse rate interval, in seconds with 1000th of a second precision) and (4) Estimated tag frequency (in kHz). o Run time guarantee of 70% of expected life. Expected life is a function of pulse rate interval (PRI) and must be stated in the bid for PRI of 1, 2, 3, 5, and 10 seconds. Example if transmitters expected life is 38 days with PRI at 5 seconds then warranty life is 26.6 days (70% of 38 days). A tag fail would be defined as a tag not meeting the 70% of expected life. o 5% of transmitters will be randomly selected and monitored to determine actual run time. If premature failure is observed, percent failed from 5% subsample shall be scaled up to total purchased and warranty claim shall be based on this number. o JSATS compatible - binary phase shift keyed code pulse operating on frequency of 416.7 kHz +/- 0.5%. Possible code set of 65,000 individual IDs o Power output of at least 155 dB re: 1uPa @ 1 meter o Labeled with 4 place alphanumeric code ID o Coating of Parylene C, 25 micron thickness o Maximum weight in air of 0.30 grams o Maximum size of 11 x 6 x 5mm dimensions This procurement is 100% set aside for small business concerns under the North American Industry Classification System Code (NAICS) 334511 with a small business size standard of 750 employees. The government intends to issue a firm fixed price contract with required delivery of no later than April 15, 2013. All quotation must be FOB destination, Santa Cruz, CA 95060. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
