- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to issue Booz Allen Hamilton on an other than full and open competitive basis, a cost plus fixed fee contract for the Command, Control, Communications, and Computers/Cyber Requirements Integration and Assessments to the Joint Staff J6 for the period from 01 April 2013 through 31 March 2014. The estimated level of effort is 44,683 man-hours. Performance of the required services requires that contractor personnel possess a current Top Secret (TS) Clearance and the contractor to possess and maintain a Top Secret (TS) facility clearance from the Defense Security Service. This is an interim action and the resultant contract will provide the requiring activity with the necessary services while the contracting office solicits and awards a contract or contracts through competitive procedures. Booz Allen Hamilton is currently providing the required services under task order SP0700-98-D-4002 Task Order 0415 and is the only known source that can assist in the mission to provide comprehensive identification, analysis and management of requirements and supporting architectures, integration, test and assessment of information technology and systems interoperability for Command, Control, Communications, and Computers (C4), and Cyber capabilities. This requirement also includes C4/Cyber requirements and architecture development, management of data strategies and data services, identification of joint interoperability requirements, gaps, and solutions and systems integration. C4 and Cyber requirements are currently in sensitive stages of development and assessment. The Command and Control (C2) systems and operational architectures are under-going critical tests and assessments to evaluate performance and to identify and resolve interoperability issues. Both newly developed C2 technology and architectures are in high demand by the warfighter and developer commands. Abandoning the efforts at this point would not be a responsible option and would jeopardize the mission of the J6 Deputy Director Command and Control Integration (DD C2I) and its support to the warfighter. Additionally, the rapid development of architectures, DoD data strategies and data services, requires continuity to ensure no delays to schedule or increase in costs for deployment. Booz Allen Hamilton is the only known contractor who has the experience, personnel, and expertise to maintain the continuity of services without disrupting the mission of the J6 DD C2I by 01 April 2013. The solicitation will be made available electronically, upon its release, at www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. Interested persons may identify their interest and capability to respond to this requirement by 22 February 2013. This notice of intent is not a request for proposals. However, the Government will consider information received by 22 February 2013. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330 and the small business size standard is $14M.
