- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to issue Lockheed Martin Integrated Systems, Inc., on an other than full and open competitive basis, a cost plus fixed fee contract for the Warfighting Mission Area (WMA) Capability Requirements and Architecture Analysis, Federation and Integration in support of the Joint Staff J6 for the period from 01 April 2013 through 31 March 2014. The estimated level of effort is 89,784 man-hours. Performance of the required services requires that contractor personnel possess a current Top Secret (TS) Clearance and the contractor to possess and maintain a Top Secret (TS) facility clearance from the Defense Security Service. This is an interim action and the resultant contract will provide the requiring activity with the necessary services while the contracting office solicits and awards a contract or contracts through competitive procedures. Lockheed Martin Integrated Systems, Inc. is currently providing the required services under task order N00178-04-D-4079 Task Order 0014 and is the only known source that can assist in the mission to provide comprehensive analysis of requirements for Warfighting Mission Area (WMA) and C4/Cyber capabilities, including gaps and deficiencies, criteria for integration and interoperability, technical performance and related standards and assessments. The non-personal services are highly specialized, complex, and are of a critical nature for performing detailed, timely, and verifiable architecture products and preparing Joint Capabilities Integration and Development System (JCIDS) requirements documentation. The federation of architectures and Joint Information Environment repositories are in a critical stage of development and abandoning these efforts at this point would not be a responsible option. As such, Lockheed Martin is the only known contractor with the expertise, personnel, and experience of providing support for these architecture programs by 01 April 2013. The solicitation will be made available electronically, upon its release, at www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. Interested persons may identify their interest and capability to respond to this requirement by 22 February 2013. This notice of intent is not a request for proposals. However, the Government will consider information received by 22 February 2013. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330 and the small business size standard is $14M.
